~ PLE~ON Exhibit A Plan update, the Housing Element, and the Association of Bay Area Governments (ABAG) will be presented in this section. The intent of presenting the forecasts is to provide the public with an understanding of the growth dynamics in the City and surrounding communities. The proposed project will be evaluated in terms of whether it induces a substantial amount of growth and whether it paves the way for additional development nearby. The first question will be addressed by examining how many new residents and employees are anticipated as a result of the proposed project and comparing that against the City's growth forecasts. The second question will be addressed by considering the proposed land uses, zoning, parcelization, the availability of services, and City's policies and the extent to which they could accommodate or impede new development. Lands within the City that could be induced to develop include lands reclaimed by Kaiser, the disposition of which is currently under discussion as part of the General Plan update. In addition, there will be consideration of whether the proposed project might accelerate development of the land to the east of El Charro Road, between the project site and the golf driving range (within the City of Livermore sphere of influence). Notably, this land is within the Livermore Municipal Airport's Airport Protection Area, which prohibits residential development, and Safety Zones, which restrict employment density to 25 employees per acre. Traffic. Dowling Associates will be preparing the transportation analysis for the proposed Specific Plan amendment. EIP will coordinate with Dowling to ensure that the following elements of the transportation analysis satisfy CEQA, the City of Pleasanton guidelines, and the procedures and requirements of the Alameda County Congestion Management Agency: . The description existing and conditions; The description of the eXlstmg and planned transportation network, including roads, transit, pedestrian, and bicycle circulation; and derivation of future baseline . . The planning and policy framework; The methodology for identifying transportation effects for project and cumulative conditions; . . The analyses of local and regional roadways and intersections; The analyses of alternative modes of transportation, and The effectiveness of the mitigation measures. . . In presenting the future conditions with the proposed Specific Plan amendment, it will be important to compare the proposed project's trip generation to that estimated for the original Specific Plan. Assumptions about trip distribution and assignment are also likely to be different because of the changes to the proposed land uses and to the circulation network. As a result, impacts (and mitigation measures) that were reported in 1989 may no longer be relevant or may have changed to the point that new or modified mitigation measures need to be advanced.
