<br />~ <br />PLE~ON <br /> <br />Exhibit A <br /> <br />Plan update, the Housing Element, and the <br />Association of Bay Area Governments <br />(ABAG) will be presented in this section. <br />The intent of presenting the forecasts is to <br />provide the public with an understanding of <br />the growth dynamics in the City and <br />surrounding communities. <br /> <br />The proposed project will be evaluated in <br />terms of whether it induces a substantial <br />amount of growth and whether it paves the <br />way for additional development nearby. The <br />first question will be addressed by examining <br />how many new residents and employees are <br />anticipated as a result of the proposed project <br />and comparing that against the City's growth <br />forecasts. The second question will be <br />addressed by considering the proposed land <br />uses, zoning, parcelization, the availability of <br />services, and City's policies and the extent to <br />which they could accommodate or impede <br />new development. Lands within the City <br />that could be induced to develop include <br />lands reclaimed by Kaiser, the disposition of <br />which is currently under discussion as part of <br />the General Plan update. In addition, there <br />will be consideration of whether the <br />proposed project might accelerate <br />development of the land to the east of El <br />Charro Road, between the project site and <br />the golf driving range (within the City of <br />Livermore sphere of influence). Notably, <br />this land is within the Livermore Municipal <br />Airport's Airport Protection Area, which <br />prohibits residential development, and Safety <br />Zones, which restrict employment density to <br />25 employees per acre. <br /> <br />Traffic. Dowling Associates will be <br />preparing the transportation analysis for the <br />proposed Specific Plan amendment. EIP will <br />coordinate with Dowling to ensure that the <br />following elements of the transportation <br />analysis satisfy CEQA, the City of <br /> <br />Pleasanton guidelines, and the procedures <br />and requirements of the Alameda County <br />Congestion Management Agency: <br /> <br />. <br /> <br />The description <br />existing and <br />conditions; <br /> <br />The description of the eXlstmg and <br />planned transportation network, <br />including roads, transit, pedestrian, <br />and bicycle circulation; <br /> <br />and derivation of <br />future baseline <br /> <br />. <br /> <br />. <br /> <br />The planning and policy framework; <br /> <br />The methodology for identifying <br />transportation effects for project and <br />cumulative conditions; <br /> <br />. <br /> <br />. <br /> <br />The analyses of local and regional <br />roadways and intersections; <br /> <br />The analyses of alternative modes of <br />transportation, and <br /> <br />The effectiveness of the mitigation <br />measures. <br /> <br />. <br /> <br />. <br /> <br />In presenting the future conditions with the <br />proposed Specific Plan amendment, it will be <br />important to compare the proposed project's <br />trip generation to that estimated for the <br />original Specific Plan. Assumptions about <br />trip distribution and assignment are also <br />likely to be different because of the changes <br />to the proposed land uses and to the <br />circulation network. As a result, impacts <br />(and mitigation measures) that were reported <br />in 1989 may no longer be relevant or may <br />have changed to the point that new or <br />modified mitigation measures need to be <br />advanced. <br /> <br />Air Quality, EIP will be responsible for the <br />air quality analysis in the EIR.
