<br />~ <br /> <br />Exhibit A <br /> <br />policies, guidelines, and standards, are <br />important to understand the City's <br />intentions regarding the future uses and may <br />also function as mitigation measures, <br />reducing potential impacts that might <br />otherwise occur. For example, the internal <br />road circulation does not permit full access <br />throughout the site from both Stoneridge <br />Drive and El Charro Road. The restrictions <br />to access eliminate some of the potential cut- <br />through traffic and avoid potential impacts <br />to the wetland habitat. <br /> <br />Deliverable: A working draft of the Project <br />Description for review and comment by the <br />City and project sponsor. <br /> <br />City Involvement: Review draft Project <br />Description prior to distribution. <br /> <br />Subtask 2,2 Notice of Preparation (NOP) <br /> <br />EIP will prepare a draft NOP for review and <br />comment by the City staff. Based on <br />comments received from the City, EIP will <br />finalize the NOP for distribution by the <br />City. EIP will develop the NOP following <br />the format used on other recently prepared <br />EIRs for the City. The NOP will include a <br />brief project description based on the <br />information received from the project <br />sponsor in Task 1, and identify the <br />potentially significant impacts for <br />consideration in the EIR. <br /> <br />It is expected that the City will attach the <br />Initial Study to the NOP that is submitted to <br />the State Clearinghouse. By contrast, it will <br />be the City's discretion about whether to <br />attach the Initial Study to the NOP that goes <br />to other local agencies and interested parties. <br /> <br />Deliverables: A working draft of the NOP <br />for review and comment by the City; a final <br />NOP for distribution by the City. <br /> <br />City Involvement: Review draft NOP prior <br />to filing; distribute the NOP and the Initial <br />Study. <br /> <br />Subtask 2.3 Scoping <br /> <br />CEQA case law requires a public scoping <br />meeting for all NOPs filed after January 1, <br />2002 for projects of local, regional, and <br />statewide importance. As this proposed <br />project is of local importance, and possibly <br />of regional importance given potential <br />project effects on 1-580, the City of <br />Pleasanton will initiate a scoping process <br />with interested members of the public to <br />provide opportunities for community input <br />into the preparation of the SEIR. EIP will <br />attend and participate in the scoping process. <br />EIP will discuss the CEQA process, the types <br />of impacts to be evaluated, the contents of an <br />SEIR, and the junctures for future public <br />input. Following the meeting, EIP will <br />prepare a summary of comments and <br />suggestiOns. <br /> <br />If, after the scoping process, EIP learns that <br />the relevant environmental issues specified in <br />this scope of work need adjustment, EIP will <br />discuss this with the City and mutually agree <br />with the City on appropriate revisions to the <br />scope of work. <br /> <br />Deliverable: Minutes/notes from the public <br />scoping meetings summarizing the comments <br />and their disposition. <br /> <br />City Involvement.
