<br />ATTACHMENT 1 <br /> <br />MEMORANDUM OF UNDERSTANDING <br />STAPLES RANCH <br />Dated: . 2006 <br /> <br />WHEREAS, The ALAMEDA COUNTY SURPLUS PROPERTY AUTHORITY <br />("SPA") owns approximately 124 acres known as the remainder of Staples Ranch <br />("Staples Ranch") (described in Exhibit A) which lies within the Sphere-of- <br />Influence of the CITY OF PLEASANTON ("CITY"); and <br /> <br />WHEREAS. the SPA intends to sell Staples Ranch and seeks certain development <br />entitlements from and annexation to CITY precedent to such sale; and <br /> <br />WHEREAS, Staples Ranch lies within the planning boundary of the CITY'S Stoneridge <br />Drive Specific Plan ("Specific Plan") which at the time of its adoption in 1989 set <br />forth the land uses and development requirements for Staples Ranch; and <br /> <br />WHEREAS. there have been changes in surrounding land uses not contemplated at the <br />time of the adoption of the Specific Plan (e.g. cessation of quarrying operations to <br />the south, extension of airport protection area and clear zones to the east, and <br />adoption/implementation of the Eastern Dublin Specific Plan to the north) as well <br />as changes to the types and funding for some infrastructure improvements <br />originally contemplated (including Arroyo Mocho improvements and El Charro <br />Road and interchange improvements); and <br /> <br />WHEREAS, the CITY is undertaking a comprehensive review of its General Plan and <br />has identified both land use and circulation issues that may conflict with the <br />continued adherence to land use, circulation and other issues in the Specific Plan; <br />and <br /> <br />WHEREAS. notwithstanding that the CITY has asked all property owners to refrain <br />from seeking individual General Plan amendments until the comprehensive <br />review has been completed, there is an opportunity to amend the Specific Plan in <br />order to allow for a development plan for the Staples Ranch that is mutually <br />beneficial to both SPA and the CITY; and <br /> <br />WHEREAS. the SPA wishes to proceed with comprehensive changes to the Specific <br />Plan to allow its sales process to move forward in advance of completion of the <br />CITY'S General Plan Update, recognizing that it would do so in a manner <br />consistent with the existing General Plan but recognizing the potential for, and <br />providing the flexibility for, possible future General Plan changes; and <br /> <br />WHEREAS, the CITY recognizes the need to amend the Specific Plan to reflect the <br />changes since its adoption and believes it can review potential changes to the <br />Specific Plan without compromising its overall review of the General Plan; and <br /> <br />1 <br />
