<br />concerning the applicable fees, it is expected that Hendick will inform the County that the <br />amount of fees is acceptable so that the sale can proceed. <br /> <br />B. Process to Obtain City Entitlements. <br /> <br />As to the process for the County to obtain City entitlements, the MOU results in nothing out of <br />the ordinary. Once the relevant information has been submitted, the City will process the <br />applications in its normal fashion, including the appropriate CEQA review, neighborhood <br />meetings, and hearings before various Commissions before final Council action. The MOU, <br />however, does attach a timeline for processing the applications and the parties agree to use their <br />best efforts to meet that timeline. There is also a recognition that if there are significant delays, <br />the County's sale to Hendrick is at risk. Nothing in the MOU alters the City's discretion in <br />considering the project, including imposing reasonable conditions if the project is approved. <br /> <br />C. Proposed Changes to the Specific Plan. <br /> <br />The MOU identifies the proposed land use changes to the Specific Plan that the County intends <br />to apply for: the auto mall site, a community park, an 800 unit senior continuing care facility, <br />and future retaiVoffice uses. The MOU also indicates that the circulation portion of the Specific <br />Plan intends to be modified at the El Charro/Jack London Blvd.lAuto Mall Place intersection. <br />The infrastructure improvements currently contemplated by the Specific Plan will also be <br />subject to change. <br /> <br />Approval of the MOU will not effect any of these changes; it simply provides an overview of <br />the changes that the County seeks and by affirmative Council action there is an indication that <br />conceptually the Council does not object to these changes. Accordingly, the location of various <br />proposed uses on the land use map and the location of Stoneridge Drive and Auto Mall Place on <br />the site are not being locked in with the MOU. Those locations and uses will take shape as the <br />applications move through the City process. Additionally, many issues such as addressing storm <br />water run off, roadway alignments, housing affordability, site plan design, etc., will be <br />addressed as the project moves forward which may alter final plans. <br /> <br />The MOD includes language indicating the County will contribute money for improvements to <br />the l7-acre park that will be part of the project. The contribution is based on available funding <br />after a 2-lane Stoneridge Dr., bridge across the Arroyo Mocho, improvements to EI Charro, <br />Stoneridge Dr., and Auto Mall Place. This contribution is in addition to the dedication of the <br />land. This contribution is based on the County's current estimate of project improvements <br />including its share of roadway improvements and development costs.
