<br />In addition, the proposed building has been designed to house a particular use with specific <br />design and operational needs. The building is not a typical Downtown commercial building <br />related to size and use, since it will include a theater that has specific design requirements which <br />affect the exterior form and appearance of the building. Thus, even had it been possible or <br />desirable to match the existing structure, the building had to be designed to reflect the particular <br />operational needs of the arts center so that it will functionally fulfill expectations. <br /> <br />The unique location of the building also calls for creativity, which staff believes is present in the <br />proposed design. In addition to fronting on Railroad Avenue, the rear of the building fronts onto <br />Lions Wayside Park, reflecting a different character and suggesting a modified design treatment. <br />The architect has responded by creating a softer, more park-like design through the use of wood <br />materials and rounded building forms which staff believes will relate very well to the park. <br /> <br />Regarding the Downtown Design Guidelines, staff notes that one of the features of the <br />guidelines is flexibility. The 'Introduction' to the Guidelines includes the following statement: <br /> <br />It is recognized that certain situations will require flexibility in applying these guidelines, <br />which is acceptable as long as the overall intent and spirit of the guidelines are met. It is <br />hoped that the use of this document will result in an attractive, pedestrian-oriented <br />Downtown that maintains its traditional character yet continues to grow creatively and with <br />vitality. <br /> <br />Staff believes that the proposed building does reflect the intent and spirit of the Downtown <br />Specific Plan and Design Guidelines. <br /> <br />Architecture <br /> <br />The proposed project has evolved into a two-story design, which would result in a facility <br />offering approximately 18,000 square feet of programming space. Particular emphasis has been <br />placed on achieving adequate gallery space and revealing as much of the historic Firehouse as <br />possible. The combined area of the old Firehouse engine bay and conjoining new gallery space <br />would provide 2,000+ square feet of available display space. The theater configuration resulted <br />in a 240-seat theater incorporating flexible seating along with a small area for balcony seating. <br />The proposed theater is unique in that the seating space would be created by excavating below <br />grade level, offering a much more formal and elegant appearance. The theater seating and <br />staging could be arranged to accommodate various styles of staging. <br /> <br />Architectural style and building exterior materials/colors were chosen to complement and focus <br />on the historic Firehouse. The Task Force and architects are recommending simple exteriors <br />consisting of plaster and wood for the new additions, which would complement the old <br />Firehouse. The plaster will be applied on most of the elevations with a three-coat process for a <br />more durable finish, will have an integrated color, and will be textured with a medium to heavy <br />applied finish.
