AITACHMENT 4

PDR-507, City of Pleasanton
Application for design review approval for the Firehouse Arts Center to renovate the
existing historical 1929 Firehouse Station No. 1 located at 4444 Railroad Avenue. Zoning
for the property is C-C (Central Commercial) District.

Ms. Decker summarized the staff report and reviewed the history and scope of this project.

In response to an inquiry by Chairperson Arkin, Ms. Decker confirmed this would be the last
time this item would be seen by the Planning Commission. The City Council requested that the
Planning Commission review and consider the project and forward the Commission's comments
to the Council. This item is anticipated to go to the Council in March.

Chairperson Arkin noted that he was generally excited about the project and expressed concern
about the quality of documentation before the Commission. He noted that the Commission
normally saw material boards and more detailed visuals.

Ms. Decker noted that the project was similar to the Delucchi restroom project, which had also
been reviewed by the City Council prior to being heard before the Planning Commission. She
noted that the project has been ongoing since 2003, and the process developed included comiI1g
before the City Council for discussions related to the budget. Council has indicated support of
this project and directed staffto bring it before the Planning Commission for review and
comment.

Commissioner Blank suggested that the Commission's comments include the fact that it felt the
presentation materials were insufficient to make a real analysis. Council could then request
visual analyses, site plans, and other visuals.

Commissioner Fox suggested that the Commission suggest that the plan be peer reviewed by
Larry Cannon.

Mr. Roush noted that those comments could be added and that this was a work in progress.

Ms. Decker introduced the primary coordinator ofthe project, Mr. Andy Jorgensen, the City's
Civic Arts Manager, and Mr. Ed Nolan of the consultant group ELS Architecture and Urban
Design of Berkeley, who proceeded to describe an overview of the proposed project's scope,
program elements, and architecture.

Mr. Noland summarized the background of this project and displayed the project details and
layout. He noted that the Fire Department's representative on the Task Force expressed a strong
interest in finding a way to display historic firehouse artifacts throughout the project; he noted
that two display cases would be used for that purpose. He added that nooks and crannies
throughout the project would also be used for those displays. He displayed the elevations from
each point of view. He noted that a canopy would be located at the front entrance so people
could stay out of inclement weather while waiting to buy tickets. He noted that all of the
classroom windows would have a northern exposure.

EXCERPTS: PLANNING COMMISSION MEETING MINUTES, February 8, 2006

Page 10f8
