<br />In response to an inquiry by Chairperson Arkin regarding the availability of final working <br />drawings for this project, Mr. Noland replied that they would be available by September 2006. <br />He added that the project was currently at the schematic design level, and their contract with the <br />City stated that the design development and construction document phases would be combined to <br />streamline the process. <br /> <br />In response to an inquiry by Commissioner Roberts regarding the materials on top ofthe theater, <br />Mr. Noland replied that the actual materials for the theater would be concrete block for <br />acoustical and structural reasons. He added that a skim coat of plaster would be added over the <br />concrete. The lines shown on the plan would either be reveals or metal extrusions. <br /> <br />In response to an inquiry by Chairperson Arkin regarding whether the bathrooms could be <br />opened for large Downtown events without opening up the entire theater, Mr. Jorgensen replied <br />that they were aware of the demand for restrooms during public events. Staffing of the building <br />is planned in anticipation oflarge public Downtown events to provide supervision ofthe building <br />during that time. Depending upon the gallery hours, the hours of operation of the theater may be <br />extended beyond the normal operating hours of the theater. He noted that effort would be made <br />to have staff members present, particularly because ofthe number of children's events that <br />would be planned. <br /> <br />In response to an inquiry by Chairperson Arkin regarding whether any family restrooms would <br />be planned, Mr. Noland replied that the women's and men's restrooms would be located on the <br />ground floor. He added that two family restrooms would be located on the upper floor. <br /> <br />In response to an inquiry by Commissioner Pearce regarding whether the restrooms would <br />include changing tables, Mr. Noland replied that they would have fold-down changing tables and <br />be provided with a handtowel dispenser in close proximity. <br /> <br />In response to an inquiry by Chairperson Arkin regarding whether this building was required to <br />be LEED certified, Ms. Decker confirmed that the green building ordinance did require any <br />building of 20,000 square feet or a civic building to be certified and that it was anticipated that <br />this building will meet the green building requirements. She noted that it was not shown in the <br />conditions because it was already part of the Code and a requirement for construction. In <br />addition, staff will be working with the architect to ensure compliance. <br /> <br />Chairperson Arkin noted that this project did not have many conditions of approval. Ms. Decker <br />advised that typically, civic structures and City projects would be presented with fewer <br />conditions and that the City does not typically impose conditions because the requirements are <br />set forth in existing building codes and local ordinances. <br /> <br />In response to an inquiry by Chairperson Arkin regarding whether the residents of First Street <br />had attended the meetings or voiced concerns about noise and hours, Mr. Jorgensen replied that <br />they did not specifically invite the neighbors to attend the Task Force meetings. He noted that <br />the mission of the Task Force was to provide cross-sectional community representation. He <br />added that, as an example, a representative from Max's Health Center was invited to be on the <br />Task Force so that the neighbors' concerns could be addressed.
