She wanted to see the big picture for funding and did not want to carry a subsidy for a
very long period of time. With that being said, she still would prefer to build the whole
thing at one time, not phased.

Steve Brozosky agreed the project should be partially financed by the fundraising
community. It provides more of an ownership than the city just providing the building.
He loved the architecture and felt it would be good for downtown. He asked staff what
is the quickest way to get this going.

Mr. Fialho suggested that when the workshop is adjourned and the special
meeting is called, that there be acknowledgment and support for the fund raising plan of
the Foundation. Staff needs more time to prepare a more complete analysis of the
costs, perhaps two months. Staff would bring back strategic milestones that marry the
cost analysis and necessary steps through July of next year.

ADJOURNMENT

There being no further discussion, the workshop was adjourned at 6:40 p.m.

Respectfully submitted,

Dawn G. Abrahamson
City Clerk

Joint Workshop
City Council/Civic Arts Commission

7

09/06/05
