<br />Mr. Fialho said staff would need to have a discussion with the landscape architect and <br />identify the true costs of improvements to the Park and then discuss the matter with Council as <br />part of its mid-term Capital Improvement Plan update. <br /> <br />Ms. McGovern did not want to see construction occurring at different times in the <br />Downtown. She reemphasized that she wanted to see how these projects could be pulled <br />together and conducted around the same time. <br /> <br />Mr. Fialho said staff would make that attempt. The concern he had from a cash flow <br />perspective was while he had the ability to proceed with the Council's five priority projects, staff <br />had not contemplated the improvements to Lions Wayside Park and if Council wished to <br />proceed, it would need to recognize that it might have to trade off some of the revenue currently <br />allocated for higher priority projects for the improvements to Lions Wayside Park. <br /> <br />Mr. Sullivan mentioned the only plan he had seen related to the improvements at Lions <br />Wayside Park was conceptual which was included in the Downtown Specific Plan. <br /> <br />Mr. Fialho said this was the plan he was referencing. <br /> <br />Mr. Wolfe said Council approved this master plan and it was Council's discretion as to <br />whether it wanted to proceed with that plan as approved by a previous Councilor modify it. He <br />pointed out the improvements mentioned in the staff report for Lions Wayside Park did not get <br />into the detail as reflected in the Downtown Specific Plan as the costs would be greater. <br /> <br />Mr. Fialho clarified that what he was suggesting was that Council review its list of CIP <br />projects and determine what projects could be done with the $5 million that is currently allocated <br />and determine what projects could be cancelled to fund the difference. <br /> <br />In reading the staff report, Ms. McGovern said she was under the impression that there <br />are plazas and different ways that Lions Wayside Park is to connect to the Firehouse Arts <br />Theater, which are the areas she was concerned about having completed when the Theater <br />opens. <br /> <br />EXCERPTS: CITY COUNCIL MEETING MINUTES, January 17,2006 <br /> <br />Page 6 of6 <br />
