<br />Mr. Fialho pointed out that Council could decide at that time to bifurcate the <br />improvements to Lions Wayside Park and the complex in order to avoid doing the entire project <br />simultaneously depending upon the resources available. <br /> <br />There were no public comments. <br /> <br />It was moved by Mr. Brozosky, seconded by Mr. Thorne, to approve design <br />documents for Scenario #2 as outlined in the staff report and prior to authorization to bid <br />this project, the total cost analysis, including the capital and operating costs, shall be <br />provided to Council. <br /> <br />In response to an inquiry by Ms. McGovern, Mr. Schindler said the project consultant's <br />process would include the various review processes with the City over the next several months, <br />and the actual preparation of the construction documents would be prepared in five months <br />which would leave two months for the bidding process. <br /> <br />Ms. McGovern asked if there were a way to accelerate the process? <br /> <br />Mr. Schindler said the process could be accelerated but it was at the City's discretion. <br /> <br />Ms. McGovern asked if Mr. Brozosky's motion allowed Council the best opportunity to do <br />alternative bids when this project is ready to constructed? <br /> <br />Mr. Fialho said yes. He clarified that Council was committing to the design documents <br />this evening and as mentioned previously, t,here is a cost associated with it. At the end, if <br />Council decided not to pursue the project, which is an option, it has committed approximately <br />$800,000 to the design of the facility as presented in Scenario #2. <br /> <br />Mr. Sullivan said he would support the motion with the understanding that when this item <br />returned to Council prior to authorization to bid, it include the total cost analysis both from a <br />capital and operating standpoint. <br /> <br />Ms. McGovern concurred with Mr. Sullivan. <br /> <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne, and Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED: None <br /> <br />Mr. Brozosky saw the improvements to Lions Wayside Park as a separate project and <br />he did not want to diminish or take away from the Firehouse Arts Center or any other Council <br />priority project. He believed the matter should return to Council for its consideration when it <br />reviewed the Capital Improvement Program. <br /> <br />Ms. McGovern envisioned the City working on its downtown with the Delucchi Park <br />Restroom facilities, improvements to Lions Wayside Park and the Firehouse Arts Theater. She <br />wanted to see how these projects could be pulled together.
