PLANNING COMMISSION ACTION

Please refer to the "Discussion" section above for detailed information related to the comments
provided by the Planning Commission. The Commission supported the concept for a civic arts
center at the project site. It indicated, however, that the plans provided were too conceptual for
the Commission to take formal action on the project. It provided the comments below for
consideration by the City Council:

1. Ensure that the architecture complies with the Downtown Specific Plan and the
Downtown Design Guidelines and involve the Pleasanton Downtown Association in that
process.

2. The addition is too institutional and contemporary, albeit creative, for the "past-to-future"
concept. The materials and design should reflect the Downtown character more and
should include more bricks that match the Firehouse.

3. The entry needs a softer, more appealing, treatment; the use of trellis or greenery in some
fashion would address this issue.

4. The west elevation should have more articulation rather than just a blank wall. Consider
using the blank wall for a mural depicting a historical scene.

5. The classroom windows on the north elevation are too institutional-looking and need
more articulation and interest.

6. Consider a pitched roof.

7. Install conduits and fixtures for future Wi-Fi accessibility.

8. Provide family restrooms on the first floor, and use porcelain fixtures in the restrooms.

9. Consider theme gardens around the Center.

10. Provide more outdoor area for gathering and add benches for outdoor seating.

II. Signage should be integrated more with the historic Fire Station structure.

As a result ofthe Planning Commission public hearing, staff held additional meetings with
various stakeholders and evaluated how the project meets the intent of the Downtown Specific
Plan, the intent of the Downtown Design Guidelines, and the Master Plan for the Downtown
Parks and Trails System. Staff has also met with the consulting Landscape Architect, Mr.
Richard Larson, who provided additional information as to the creation of outdoor gathering
areas, paving treatments, site furnishings, and landscaping. Mr. Larson also has a great deal of

SR 06:079
