<br />reviewing City processes and removing obstacles can have a large positive impact in the <br />installation of PV systems. <br /> <br />Advantages/Disadvantages <br />. One time funds are limited <br />. City financial incentives in addition to those offered at the State and Federal levels <br />could make significant difference to individuals' ability to purchase and install PV <br />equipment. <br /> <br />CONCLUSION <br /> <br />The timing of Pleasanton's interest in promoting solar energy and photovoltaic systems is very <br />good. Funding programs at the State and Federal levels will contribute to the success of any <br />City activity. In addition, we can learn from other cities' experience such as Sebastopol and <br />San Francisco in terms of what works well, expected costs and what to avoid. Livermore's <br />recent activities and the possibility of partnering with them and/or other nearby cities also <br />presents an well-timed opportunity for Pleasanton. <br /> <br />A pilot effort with specific timeframe, milestones, and success indicators will make the best <br />use of the limited available funding. Staff has purposefully invested only minimal time <br />exploring each option at this time.
