City is removed from direct involvement with solar energy <br /> <br />Option 3: Develop and implement a comprehensive assistance program targeting increased use <br />of solar energy similar in breadth to Solar Sebastopol. <br /> <br />The City of Livermore issued a Request for Qualifications (RFQ) recently and is now <br />negotiating with the selected respondent to develop a full service program. Preliminary <br />discussions with their staff indicate interest in developing a joint or even regional program if <br />Council expresses interest in this approach. <br /> <br />Advantages/Disadvantages <br />. Costs are unknown at this time; however, Livermore has allocated $25,000 for the <br />design phase of the project. <br />. Partnering with Livermore and/or other nearby cities could leverage our resources in <br />terms of dollars and staff time. <br />. High City visibility. <br />. Effectiveness more easily measured. <br />. Such programs provide not only information but also direct assistance with selecting, <br />installing and funding PV systems. <br /> <br />>- Option 4: Create a community awareness effort and marketing campaign focused on <br />getting information out to the Pleasanton community. <br /> <br />The City could create a new website, using staff or a volunteer, or enhance the City's existing <br />website to provide information related to solar energy to the community. A marketing <br />campaign to promote the site would be part of this effort. A subscription-based electronic <br />newsletter could also be an effective tool for community outreach. <br /> <br />Advantages/Disadvantages <br />. May be difficult to measure effectiveness. The link between website visitors and actual <br />PV projects will be indirect. <br />. A website requires continual updating of information in order to be useful. <br />. The link between the site and the City would be clear. <br />. This approach is a somewhat more passive way to promote solar energy. <br /> <br />>- Option 5: Create City incentives to support photovoltaic projects. <br /> <br />Incentives could take a number of forms such as developing a low interest loan program, <br />waiving permit fees, streamlining the approval process, etc. Some incentives would require <br />no out-of-pocket expenditures while repayment of loans could provide a source of funds for <br />future projects.
