On October 4, 2005, the City Conncil approved a resolution for City staff to apply for grant
funding for the project from the California River Parkways Grant Program. The grant is a
competitive grant program and open to public and nonprofit organizations, and was approved
by California voters as Proposition 50 in November 5, 2002. In applying for the grant, staff
has requested approximately $304,000 to balance projected construction costs which include
construction and construction services for material testing, survey, survey staking, soil testing,
off-haul of materials and soil compaction testing.

On October 13, 2005, the final improvement plans and hydraulic report were forwarded to the
Parks and Recreation Commission. At that meeting, the Commission expressed concerns over
the cost of the project and recommended that the City Council consider capping City spending
levels at the current budget amount of $1,049,653. The consideration of capping the costs can
be made after bids are received and the City Council considers the award of the contract.
Below is a summary of probable construction cost estimates, as well as available and potential
project funding.

BUDGET

Project Available Fundin2
Kottinger Creek Renovation Study
Project Funding, CIP 2003/04
Project Funding, CIP 2005/06
TOTAL

$40,000
$300,000
$800,000
$1,140,000*

Expenditures and Encumbrances to Date
Remaining Consultant Obligation
Balance available for construction

$187,773
$952,227

Potential Construction Bud2et
Probable Construction Costs
Contingency (10%)
Construction Services (survey, material testing, soil samples)
Miscellaneous Costs (painting, advertising)
TOTAL

$1,100,000
$110,000
$45,000
$2,500
$1,257,500

Potential funding shortfall

$305,273*

*Does not include the California River Parkway Grant in the amount of $304,000.
