the Friends of Kottinger Creek, and the consultant, worked together in identifying the high
usage areas in the park and an effort was made to have the meandering channel be designed
around these areas. The project will remove invasive species along the park and creek
corridor. In an effort to preserve the existing trees, nine trees within the creek will be
transplanted and only ten trees will need to be removed. Over 130 new trees will be planted,
along with approximately 500 new shrubbery plantings and groundcover. Three existing
culvert crossings are planned to be replaced with bridges, dependent on costs and available
budget. It is anticipated that during the initial phase, the project will go through an "ugly
duckling" stage until such time as the plantings and seedlings mature.

As part of the FY 2005-06 to FY 2008-09 budget process, additional funding of $800,000 was
added to the project, bringing the total project funding to $1,049,635. Probable construction
cost estimates range from $700,000 to $1.2 M, depending on the number of features and
limits of work completed. The current design plans and bid documents will allow work to be
done in phases, with Phase I being upstream of Adams Way, and Phase II being downstream
of Adams Way. Items in the different phases are identified as additive/deductive items of
work, such as the bridge at Cabernet/Sherry Court, which can be added or deleted depending
on the bids received and available funding. The potential costs savings in constructing Phase I
only, and not constructing the optional bridge across from Sherry Court, could result in a
potential cost savings of $500,000 and therefore, the cost range can vary from $700,000
through $1.2 M, depending on what is ultimately installed (see table below). This of course
assumes that the bid received match the engineer's estimate probable costs.

Construction Cost Options

Phase 1, upstream or east of Adams Way Costs
Landscaping, grading, irrigation, removal of
invasive species. $700,000
Sherry Court Bridge $200,000
Phase 2, downstream or west of Adams Way
Landscaping, grading, irrigation, removal of $150,000
invasive species.
Cabernet Court Bridge $150,000
TOTAL $1,200,000

Ideally, it would be cost-effective to have all the work done at the same time, as opposed to
phasing the work. However, until actual bids are received, it may be difficult to determine
actual costs in a volatile construction market. Therefore, it is intended to go out to bid for the
entire project, and then make recommendations on the scope of work to be completed that is
within the City's existing budget along with any additional funding obtained through grant
funding.

SR 06:073
