submittal process. Our Construction Manager <br />will be a direct link between the contractor, City, <br />and design engineer. Continuous, open <br />communication and strict adherence to the <br />Construction Procedures Manual will help to <br />avoid disputes and schedule delays. <br />Our Construction Manager will work diligently <br />to complete the assigned project without any <br />unresolved claims. Contractor issues and <br />disputes will be addressed and resolved as they <br />occur. <br />Project Closeout <br />Through our experience on similar projects we <br />have leamed that final testing and closeout items <br />typically delay project completion. A number of <br />items can be utilized to ensure timely <br />completion, including: <br />• Requiring contractor to schedule adequate <br />time for testing. <br />• Obtaining sign -offs from permit agencies as <br />soon as applicable portions of work are <br />completed. <br />• Requiring the contractor to submit detailed <br />testing plans at the beginning of the project. <br />• Reviewing contractor's record drawings <br />each pay period to verify that the drawings <br />are being kept up -to -date. <br />• Requiring the contractor to submit O &M <br />Manuals at the completion of the shop <br />drawing review phase rather than at the end <br />of the project. <br />• Maintaining City involvement throughout <br />the construction process. <br />A graphic illustration of Tetra Tech's <br />comprehensive construction management <br />services is presented as Figure 1 -2. <br />Claims Avoidance <br />Claims avoidance can be completed easier and <br />faster when the requirements and processes are <br />clearly defined. Many <br />contracts are structured to evaluate impacts after <br />they occur — when it is too late to mitigate <br />schedule delays and avoid cost overruns. <br />Many contract delays and added costs can be <br />avoided altogether with proactive management. <br />Tetra Tech has developed and implemented <br />procedures to address problems before they <br />actually occur and to mitigate the effects of <br />otherwise negative impacts whenever possible. <br />For those situations in which an event occurs, <br />however, which instantly affects project <br />completion, immediate positive direction is <br />required. We can assist by implementing <br />procedures to facilitate the proactive, positive <br />management practices required to ensure a <br />successful project. This relieves City staff from <br />the burden of dwelling on past problems, and <br />encourages continued forward planning. <br />From the on set, Tetra Tech establishes clear <br />lines of responsibility among our own <br />administrative, design and field inspection staff <br />to perform the various functions and procedures <br />required by our client. Timely and accurate <br />recordkeeping ensures that we can react to any <br />situation that may arise to provide our clients <br />with the best defense against potential contractor <br />claims. Consistently documenting day -to -day <br />activities has proven to be one of the biggest <br />challenges to busy organizations. We save our <br />clients time and money by quickly providing <br />new forms, templates, and checklists outlining <br />the basic requirements of the many aspects of <br />claims management, documentation, validation, <br />and dispute resolution processes. However, we <br />firmly believe that honest and fair settlement of <br />disputes can be achieved during construction and <br />is preferred to costly and time - consuming <br />litigation. <br />To that end, Tetra Tech is diligent at providing a <br />clear record of events that follow established <br />procedures to document situations that may <br />result in disputes.
