The removal of these streets from the subject project was necessary due
to: 1) Concerns regarding approaching inclement weather; 2) An unexpected substantial area
of unstable soil had prolonged the construction duration; 3) The potential for additional
unstable sub-grade in the remaining streets that could have further prolonged the construction
work into the rainy season. The repairing of additional unstable subgrade would exceed the
authorized contract amount. In conjunction with street deletions, Camdon Court and
Haleakala Court were added to the subject project.

Unexpended funds in the amount of $730,051.44 will be transferred to the Annual Resurfacing
Account for Project 055003, for future annual street resurfacing projects.

FISCAL IMPACT

This project is part of our ongoing maintenance efforts to replace deteriorated pavement
surfaces of City streets. It is anticipated that ongoing maintenance and replacement will
extend the useful life of the roadway system and reduce overall long-term replacement costs.

Respectfully submitted,

David P.
