the purposes of the Environmental Impact Report. Staff is suggesting options that would be
built on two major themes:

. Option A: "Dispersed Residential Development". This option would result in a mix
of higher- and lower-density housing, with new single-family housing located where
currently planned in the hill areas, as well as in East Pleasanton (quarry areas), and
scattered sites city-wide, such as the Valley TrailslEvangelical Free Church site.
Some amount of higher density housing would also be located in Hacienda, adjacent
to the new BART station, and in the Downtown.

. Option B: "Concentrated Residential Development". This option would result in
more high-density housing located close to the existing and future BART stations, and
the Downtown, and perhaps the transfer of some residential density from large lots on
the hills to these areas.

These options would likely have different impacts on potential student generation, on
enrollment at existing schools, and on the need for future school facilities. Option A would
likely continue the existing geographic distribution of students, and potentially add additional
students on the east side of the City. Option B would add more housing units in the north of
the City than Option A, although the generation of students in these higher density
multifamily units may be different from the more typical single family homes. Staff is
seeking City Council and Board comment on the range of options that should be considered
as part of the General Plan update. The City Council and Planning Commission will focus on
land use options at the next General Plan workshop.

GENERAL PLAN SCHEDULE

Attachment 3: General Plan Workflow shows General Plan progress to date and the tasks
remaining. After agreement on the range ofland use alternatives to be tested (Workshop
#7), tentatively scheduled for April II, 2006, the results of preliminary modeling of traffic
and fiscal impacts will be available in July 2006, and a decision on a "Preferred General
Plan" and alternatives for the purposes on the EIR is anticipated in October 2006. The Draft
General Plan and Draft EIR would be available for public review in early 2007 with
certification of the EIR and adoption of the new General Plan by the Summer of2007.

SR 06:090
Page 5 of6

1
