City of Pleasanton <br /> City Council Policies and Operating Procedures <br /> Revised November 3, 1992 <br /> Revised May 11, 1993 <br /> <br />These policies and procedures are the official reference for City Council business. They have <br />been prepared to more clearly document Council procedures and clarify understanding for the <br />public, staff, and current and future Council members. Prior reference to and reliance upon the <br />document entitled "Guide to Legislative Procedures for City Council' is hereby superseded by <br />these policies and procedures. <br /> <br />I. CODE OF CONDUCT <br /> <br /> A. Ethic~ <br /> <br /> To minimize conflict of interest exposure and to maintain a high level of trust <br /> with the community, a Code of Ethics is established as follows: <br /> <br /> The Political Reform Act of 1974, as amended~ (~PR~) establishes conflict of <br /> interest guidelines for elected officials. In addition, the City Council has adopted <br /> a Conffict of Interest Code for itself, City board ~~s and'commissioners, <br /> and ~ City employees. The following Code of Ethics guidelines are <br /> established to highlight and augment the PRA and the adopted Conffict of Interest <br /> Code. <br /> <br /> 1. No elected or appointed official (including board and commission <br /> members) o~ ~i.i~ employees of the City of Pleasanton shall engage in <br /> any business or transaction or shall have financial or other personal <br /> interest, direct or indirect, which is incompatible with the proper <br /> discharge of Ms/her official duties or would tend to impair his/her <br /> independence or judgment or action in the performance of such duties. <br /> Examples of such activities include, but are not necessarily limited to, the <br /> following: <br /> <br /> a) Using the prestige or influence of the City office or employment <br /> for private gain or advantage of him/herself or another, unless so <br /> specified by contract. <br /> <br /> b) Using time, facilities, equipment or supplies of the City of <br /> Pleasanton for the private gain or advantage of him/herself or <br /> another. <br /> <br /> c) Using official information not available to the general public for <br /> his/her private gain or advantage or ~ that of another. <br /> <br />( ~'~al~ . w rk ) nv 1117191 <br /> <br /> <br />
