C. Elevations <br /> <br /> 14. Prior to the issuance of building permits, the elevations shall be modified to reflect <br /> the following: <br /> <br />-. a. The arcade shall be "wrapped" around the front comer of the building to <br /> connect with the arcade located on the left-(Owens Drive side) of the building. The <br /> landscape planter located at this comer may be eliminated to achieve this effect. A <br /> similar "wrap" treatment shall be design at the southwest (left rear) comer of the <br /> building, where the arcade shall wrap around the comer and extend for at least two <br /> arcade lengths along the back of the building. Landscaping shall be adjusted <br /> accordingly, but no trees or shrubs may be eliminated. <br /> <br /> b. The cornice treatment used on the building shall be utilized on the arcade wall. <br /> Minor adjustments made be made to accommodate for scale, although the arcade <br /> cornice shall be of an identical color to the building cornice and shall contrast with <br /> the stucco arcade finish. <br /> <br /> c. The downspout at the rear of the building shall be relocated to the interior of <br /> the wall, and shall be constructed according to UBC requirements. Downspout <br /> scuppers on the outside of the wall shall be used to transport roof ran-off to drain <br /> pipes on the interior of the building. These scuppers may be painted to match the <br /> building color. <br /> <br /> d. The metal flashing at the top of the parapet wall shall be integrated into the <br /> construction of the cornice and wall element so that it is concealed from view. If it <br /> becomes infeasible to accomplish this and provide the necessary water protection for <br /> the building construction, the metal flashing shall be painted to match the cornice. <br /> <br /> 15. The colors of the building(s) shall be submitted to and approved by the Planning <br /> Director prior to the issuance of a building permit. Colors shall be consistent with <br /> the approved colors. All colors and materials for all portions of the building and <br /> appurtenances shall be stated on the plans submitted for issuance of building permits. <br /> The garden center fencing, garden center metal awning, all shopping cart corrals, <br /> handrails, trash containers, downspout scuppers, etc. shall be painted to match the <br /> building or painted in the blue or green accent color used on the building. The <br /> masonry block of differing textures used on the upper portions of the wall shall be the <br /> same beige color. The accent tiles shall be blue and green, with the green tiles used <br /> on the lower portion of the building and the blue tiles used on the upper portion of the <br /> building. <br /> <br /> B-5 <br /> <br /> <br />
