C. Elevations 14. Prior to the issuance of building permits, the elevations shall be modified to reflect the following: -. a. The arcade shall be "wrapped" around the front comer of the building to connect with the arcade located on the left-(Owens Drive side) of the building. The landscape planter located at this comer may be eliminated to achieve this effect. A similar "wrap" treatment shall be design at the southwest (left rear) comer of the building, where the arcade shall wrap around the comer and extend for at least two arcade lengths along the back of the building. Landscaping shall be adjusted accordingly, but no trees or shrubs may be eliminated. b. The cornice treatment used on the building shall be utilized on the arcade wall. Minor adjustments made be made to accommodate for scale, although the arcade cornice shall be of an identical color to the building cornice and shall contrast with the stucco arcade finish. c. The downspout at the rear of the building shall be relocated to the interior of the wall, and shall be constructed according to UBC requirements. Downspout scuppers on the outside of the wall shall be used to transport roof ran-off to drain pipes on the interior of the building. These scuppers may be painted to match the building color. d. The metal flashing at the top of the parapet wall shall be integrated into the construction of the cornice and wall element so that it is concealed from view. If it becomes infeasible to accomplish this and provide the necessary water protection for the building construction, the metal flashing shall be painted to match the cornice. 15. The colors of the building(s) shall be submitted to and approved by the Planning Director prior to the issuance of a building permit. Colors shall be consistent with the approved colors. All colors and materials for all portions of the building and appurtenances shall be stated on the plans submitted for issuance of building permits. The garden center fencing, garden center metal awning, all shopping cart corrals, handrails, trash containers, downspout scuppers, etc. shall be painted to match the building or painted in the blue or green accent color used on the building. The masonry block of differing textures used on the upper portions of the wall shall be the same beige color. The accent tiles shall be blue and green, with the green tiles used on the lower portion of the building and the blue tiles used on the upper portion of the building. B-5
