Resolution No. 99-010 <br />Page Two <br /> <br />WHEREAS, cleaning up MTBE from contaminated sites is problematic due to MTBE's <br /> resistance to biological degradation and clean up by standard practices, and that <br /> prevention of further contamination of our local groundwater aquifer is a more <br /> effective defense than remediation; and <br /> <br />WHEREAS, the City has determined that there is an urgent and convincing need for the State of <br /> California to work with Federal and State Officials to achieve a rapid phase-out of <br /> MTBE and to identify acceptable alternative fuel additives or other measures to <br /> achieve air quality benefits that will not compromise or pollute water supplies or <br /> adversely affect the public health; and <br /> <br />WHEREAS, House Bill HR 630 (Bilbray) and Senate Bill S 1576 (Feinstein) have been <br /> introduced during the 105th Congress which ask for an exemption for California in <br /> meeting the Federal Clean Air Act requirements without the use of oxygenates if it <br /> can achieve equivalent or greater vehicle emission reductions than would result <br /> from following the current requirements; and <br /> <br />WHEREAS, this legislation has been delayed and remains un-approved. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />Section 1: The City of Pleasanton supports the passage of House Bill HR 630 (Bilbray) and <br /> Senate Bill S 1576 (Feinstein). <br /> <br />Section 2: Copies of this resolution shall be immediately transmitted to members of the <br /> House of Representatives and Senate Committees on Commerce, Environmental <br /> and Public Works, to the Administrator of the U.S. Environmental Protection <br /> Agency, the Governor of California, the Chair of the Air Resources Board, and all <br /> other appropriate state and federal legislative, environmental, water resource, air <br /> quality, health and regulatory agencies which could be effected by this legislation. <br /> <br />Section 3: This resolution shall become effective immediately upon its passage and adoption. <br /> <br /> <br />
