CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 99-010 <br /> <br /> RESOLUTION SUPPORTING PASSAGE OF HOUSE OF <br /> REPRESENTATIVES BILL 630 AND SENATE BILL 1576 <br /> EXEMPTING CALIFORNIA FROM INTRODUCING <br /> OXYGENATES IN GASOLINE <br /> <br />WHEREAS, the City of Pleasanton supports efforts to maintain or improve air quality <br /> standards; and <br /> <br />WHEREAS, the Federal Clean Air Act requires the use of at least 2% oxygenates as an additive <br /> in gasoline in areas of the state with poor air quality, and, until recently, in all <br /> areas of the state during the winter months; and <br /> <br />WHEREAS, the fuel additive methyl tertiary butyl ether (MTBE) is extensively used as the <br /> oxygenate of choice by Califomia's gasoline refiners; and <br /> <br />WHEREAS, it has been demonstrated that refineries can now meet the Federal Clean Air Act <br /> standards without the use of any oxygenate, and review of scientific information <br /> on MTBE indicates a number of other strategies can be used in place of the current <br /> use of MTBE; and <br /> <br />WHEREAS, MTBE is currently being studied as a threat to human health, including as a cause <br /> of asthma, cancer, and other diseases and MTBE destroys the taste of water even <br /> in quantities below the level at which it may pose a health risk; and <br /> <br />WHEREAS, MTBE is, therefore, a contaminant which threatens the quality of groundwater <br /> aquifers, drinking water reservoirs and human health; and <br /> <br />WHEREAS, the City of Pleasanton relies on a local groundwater basin in the <br /> Livermore-Amador Valley for approximately 25% of its potable drinking water <br /> supply; and <br /> <br />WHEREAS, there are approximately ten leaking underground fuel sites in this area where the <br /> MTBE has been detected, and one of the City's four groundwater production wells <br /> is adjacent to one of these sites; and <br /> <br /> <br />
