Install r~mp metering at all freeway on-rnmps, provided study shows metering would <br /> be equitable and effective as agreed to by Caltrans and the TVTC and provided <br /> sufficient stacking space is available. Provide HOV bypass lanes wherever space <br /> permits. The TVTC should take the lead and seek funding for a study of ramp <br /> metering. <br /> <br /> 5. Support growth that achieves an overall jobs-housing balance within the Tri-Valley. <br /> <br /> 6. Support regional gasoline taxes to encourage commute alternatives and provide funds <br /> for needed transportation projects. <br /> <br />-- 7. Support development of a se-mless HOV network in the Tri-Valley to encourage the <br /> use of carpools and bus transit. TVTC shall work cooperatively with Caltrans, MTC, <br /> and affected jurisdictions to explore opport-nities for expanding the HOV system, <br /> especially on 1-580, subject to cost-effectiveness analysis and/or change to legislation <br /> prohibiting them. <br /> <br /> 8. Request that tr-n-~it agencies conduct a study of the formation of a transit benefit <br /> district to finance ongoing transit operating costs. <br /> <br /> 9. Support the preparation by Caltmns of an incident management plan for the <br /> state highways in the Tri-Valley area. The TVTC recognizes that incidents can <br /> have a profound effect on traffic conditions both on the freeways and on the <br /> arterials. <br /> <br /> Action Plans for Routes of Regional Significance <br /> <br /> This section details the various objectives and actions for each designated route of <br /> regional signfficance within the Tri-Valley. Specific Traffic Service Objectives are present- <br /> ed, together with a set of actions directed at achieving those objectives. The parties <br /> responsible for implementing the actions are also identified. Once the Plan is adopted, <br /> each jurisdiction will be responsible for mnldng a good-faith effort to implement the <br /> agreed-upon actions.
