1. The Hopyard median island/parkway landscape renovation project ($41,250) <br /> should be funded. As the Council is aware, the CIP includes a number of <br /> median improvement projects intended to address substandard median and <br /> streetscape areas throughout the City. Generally, staff feels that these projects <br /> offer an aesthetic benefit to the community and therefore warrant funding. The <br /> 1994/95 CIP includes a redesign and construction of the Sunol median (generally <br /> the area across from the Senior Center) for the purpose of replacing a portion of <br /> the existing paving stone design with a combination of plant material and paving <br /> stone. However, considering the fact that this median does not immediately <br /> impact local residents in the area, staff feels it appropriate to move this project <br /> to the unfunded streets projects category and transfer $41,250 of the revenue <br /> earmarked for the project to the Hopyard median project. In addition, staff will <br /> continue to review available CIP revenues to determine if the Street Landscape <br /> Improvements project ($154,500) which called for the complete renovation of the <br /> street landscaping on the northeast side of Hopyard Road from Del Valle Parkway <br /> to Secretariat can also be addressed during this same period. <br /> <br /> 2. The Kottinger Creek storm drain bypass/Second Street to Arroyo del Valle <br /> project ($550,000) is currently listed as a high priority unfunded project. A <br /> request has been made to move this to a funded project. As the Council is <br /> aware, this project is intended to intercept storm flow from St. Mary's Creek at <br /> the crossing of Kottinger Drive to eliminate potential flooding in the area. <br /> Currently, staff is ~nalizing a report on this drainage condition, which it intends <br /> to present to the Council within the next ninety days. Incorporated in that report <br /> will be a recommendation regarding the potential funding for this project. As a <br /> result, at this time, staff recommends that the project remain as high priority <br /> unfunded. <br /> <br /> 3. Councilmembers and staff have received an informal request from the East Bay <br /> Regional Park District to participate in the joint purchase of Ridgelands property. <br /> As discussed at the workshop, this concept is in the early stages of development <br /> and it is expected that representatives from the East Bay Regional Park District <br /> will be at the City Council to discuss this matter at the June 20th meeting. As <br /> a result, at this time, staff is not recommending that funding be identified for this <br /> project. However, in the event that it is determined that this project warrants <br /> funding, staff recommends it first be sent to the City's Park and Recreation <br /> Commission for review and recommendation. <br /> <br />SR95:210 <br /> -3- <br /> <br /> <br />
