subject to approval by the Planning Director prior to issuance of permits by the Building Department. Such transformers shall be screened by landscaping or contained within an enclosure matching the building and with corrugated metal gates. All transformers shall be shown on the plans submitted for issuance of building permits. 30. The applicants shall construct vertical P.C.C. curbs and gutters within this project unless otherwise approved by the City Engineer. Six inch vertical concrete curbs shall be installed between all paved and landscaped areas. 31. All backflow prevention devices installed with the development shall be painted forest green (Pantone Color System Number 357 or equivalent) and shall be screened with shrubbery. The shrubbery shall be of a species and planted at a density to satisfactorily screen the device and shall be designed to blend with adjacent landscaping. All such devices shall be shown on the plans submitted for issuance of building permits. The adequacy of such screening shall be determined by the Planning Director prior to issuance of building permits. 32. The applicants shall submit a final grading and drainage plan prepared by a licensed civil engineer for review and approval of the Planning Director, City Engineer, and Director of Building Inspection prior to the issuance of a building permit. The grading plan shall accurately indicate the difference between the Main Street sidewalk and building finish floor elevations. 33. The applicants shall submit a refundable cash bond not to exceed $2,500.00 for hazard and erosion control prior to issuance of an Engineering or Building Department permit. The amount of this bond will be determined by the City Engineer. 34. The haul route for all materials to and from this development shall be approved by the City Engineer prior to the issuance of an encroachment permit. 35. The applicants shall include erosion control measures on the final grading plan, subject to the approval of the City Engineer. The applicants are responsible £or ensuring that the contractor is aware of such measures. No grading shall occur between October 15 andApril 15 unless approved erosion control measures are in place, subject to the approval of the Building Department. Such measures shall be maintained until such time as permanent landscaping is in place. 36. The applicants shall submit a dust control plan or procedure as part of the improvement plans. 37. The applicants shall maintain the parking lot, trash enclosure area, and outdoor seating areas in a clean and orderly manner at all times.
