Review and Approval of Proposed Ma~er Plan for P!e~__nton Tenni.~ and <br /> Community_ Parks Phase IH Project <br /> <br /> David Evans of Singer & Hodges, consultant for the project, was in atmndance. <br /> <br /> Ms. Bengtson stated at the last Commission meeting, a public hearing was held on this project. <br /> Considerable input was received from the public regarding program elements under <br /> consideration. The approved Master Plan did not include a facility to meet in-line skating needs. <br /> Initial discussions by the Task Force also did not include in-line skating. In January, in a Public <br /> Hearing held by the Commission, the issue of in-line skating was discussed. At that time, the <br /> consultant was directed to return to the Commission with schematics that included the possibility <br /> of in-line. In February, the Task Force reviewed the three concepts prepared by the consultant, <br /> and recommended Concept C which did not include in-line skating. In March, a Public Hearing <br /> was held by the Commission, and there was considerable input from the public supporting in- <br /> line. The Commission directed staff to meet with the in-line community to discuss their needs. <br /> They also directed staff, after the in-line meeting, to meet again with the Task Force to let them <br /> know the needs of the in-line skaters. Although the Task Force recognized the need for in-line <br /> skating, they did not feel the Tennis Park was the appropriate place to locate a facility, and they <br /> again recommended Concept C. <br /> <br />Mr. Evans reviewed Concept C and identified what the Task Force felt were the key advantages <br />of Concept C. Referring to a displayed drawing, he noted one asset to the project from a <br />financial standpoint was the relocation of the children's play area closer to the administration <br />building which eliminates the additional construction and cost of a second rest room building. <br />Additionally, locating the handball facility away from the parking area gives an opportunity to <br />soften the impact visually of the facility from the surrounding neighbors and roadways. Also, by <br />relocating the play area, they were able to add a second basketball court. <br /> <br />Chairman Dove asked if the administration and maintenance building would be incorporated into <br />one building. Mr. Fulford explained they were considering adding storage to the administration <br />building, and it is possible they may be able to eliminate the maintenance structure. <br /> <br />Chairman Dove noted the tight budget for the project. Mr. Fulford advised the cost estimate is <br />very preliminary, and they will have a more accurate one when they do the design element. <br /> <br />CHAIRMAN DOVE DECLARED THE PUBLIC HEARING OPENED. <br /> <br />Mike Pirozzoli, 5925 Via Del Cielo, preferred Concept C. He noted the Task Force gave the <br />neighborhood a high priority in the decision when recommending Concept C. They felt the <br />activities identified in C were all the park could accommodate. Although the Task Force felt <br />there was a need for in-line skating, they felt it should not be located at this park. <br /> <br />Debbi Wood, 7816 Foothill Knolls Drive, stated she was the representative for the in-line skaters <br />who attended the Task Force meeting.
