Executive Summary <br /> <br /> The purpose of the Tri-Valley Transportation Plan is to address trannportation issues <br />' through the year 2010 within the Tri-Valley area including Danville, San R~mon, Dublin, <br /> Pleasanton, Livemore, and unincorporated areas of Contra Costa and AlAmeda County. <br /> This document is in addition to existing policies, agreements, and regulations that exist in <br />' each jurisdiction or between jurisdictions. The study area and the primary reads are <br /> shown in Figure E-1. In addition to serving as a guide for transportation planning <br /> through 2010, this document represents the Action Plan for Routes of Regional Signifl- <br />' cance for Contra Costa County jurisdictions, as mandated by Measure C. This docnment <br /> also provides information that can be incorporated into the Congestion Management <br /> Programs for Contra Costa and A]Ameda Counties. The Tri-Valley Transportation Plan is <br />-' - the culmination of a four-year work effort to identify existing and future transportation <br /> deficiencies and identify a financially feasible transportation plan that addresses the <br /> deficiencies. <br /> <br /> The Tri-Valley work was overseen by the Tri-Valley Transportation Council (TVTC), an <br /> advisory board of representatives from each of the seven Tri-Valley jurisdictions. Funding <br />-- for this effort was shared equally by the Contra Costa Transportation Authority and the <br /> Alameda County jurisdictions. The consulting firm of Barton-Aschman Associates, Inc., <br /> through a series of meetings with the TVTC, prepared the study. <br /> <br /> Existing Transpodation Issues <br /> <br /> The study was initiated in 1991 with parallel efforts to develop the Tri-VaHey Travel <br /> Forecasting Demand Model and assess study issues and existing conditions.
