Base#ne Forecasts ' <br /> <br /> Land Use Forecasts <br /> <br /> The land use forecasts used in the baseline traffic estimates are based on ABAG - <br /> Projections ~jO (see Table 4-1). Minor modifications were made to the ABAG data to <br /> shift some future houses and jobs between jurisdictions, but the Td-Valley land use <br /> totals are within one percent of the ABAG forecasts. Note that ABAG forecasts are not -- <br /> constrained by ~nt~rastructure availability or political viabiLity. For comparison <br /> purposes, Exhibit 1 shows a comparison to ABAG Projections '92. <br /> <br /> The 2010 land use forecasts do not represent buildout of the Tri-Valley area, as ' <br /> spedfled by each jurisdiction's general plan. Rather, the forecasts represent likely <br /> absorption rates for new houses and businesses between now and 2010. _ <br /> <br /> Network Assumptions <br /> <br /> Staff from the Tri-Valley jurisdictions outlined the future road network ass,,mptions <br /> as of 1992 (see Figure 4-1). The major criterion that was considered when including a <br /> particular improvement in the future road network was whether that improvement <br /> was likely to be constructed by 2000 or 2010. Not all of the future road network is <br /> currently funded. This is discussed further in Chapter 7. <br /> <br /> The improvements to state highways included in the future road networks were shown <br /> in the MTC 1991 Regional Transportation Plan and are either fully or partially <br /> funded. These include high occupancy vehicle (HOV) lanes on 1-680, auxiliary lanes on <br /> 1-680, a southbound-to-eastbeund flyover ramp at the 1-580/I-680 interchange, and <br /> widening of Route 84. Also in the category of regional improvements, the 2010 network <br /> included the extension of BART service to East Dublin/Pleasanton. <br /> <br /> The local road widenings and extensions included in the future networks are all <br /> included in local general plans and are all funded or expected to be funded by 2010. <br /> Many are anticipated to be funded with impact fees on new development or will be <br /> built by developers to serve their development projects. <br /> <br />Barton-Aschman Associates, Inc. 42 <br /> <br /> <br />
