Goals and Transportation Service Objectives <br /> <br />__ Consistent with the Contra Costa and Alameda countywide transportation plsns, the <br /> Tri-Valley Tr_nnsportation Council has adopted the following broad goals to guide this <br /> planning effort. <br /> <br /> · Improve safety <br /> · Manage congestion <br /> - · Enhance mobility <br /> · Provide and encourage the use of alternatives to single-occupant auto use <br /> · Provide adequate transportation systems to support land use plans <br /> · Integrate transportation planning with concerns relating to air quality, comm-nity <br /> character and other environmental factors <br /> - · Sustain and support the economic vitality of the region through enhanced <br /> mobility. <br /> <br /> According to Action Plan guidelines, these goals are to be schieved through the <br /> specification and monitoring of Transportation Service Objectives (TSOs). TS0s are <br /> quantifiable measures of effectiveness that establish a standard for evaluating <br /> transportation system effectiveness. <br /> <br /> No one jurisdiction's actions can assure that trn~c service objectives on Regional <br />-.. Routes will be met, Compliance will be determined on the basis of participation and <br /> implementation of Action Plans.
