Introduction <br /> <br /> The purpose of the Tri-Valley Transportation Plan is to assess tr_a_nsportation issues <br /> within the Tri-Valley area through the year 2010. The study area includes Danville, San <br /> Rnmon, Dublin, Pleasanton, Livermore, and ,mincorporated portions of Contra Costa <br /> County and Alomeda County. In addition to serving as a guide for transportation <br /> planning through 2010, this doc-ment represents the Action Plan for Routes of Regional <br /> Significance for Contra Costa County jurisdictions, as mandated by Measure C. Thla <br /> doc-ment also provides information that can be incorporated into the Congestion Manage- <br /> ment Programs for Contra Costa and Alameda Counties. Thi-~ doc-ment is in addition to <br /> existing policies, agreements, and regulations that exist in each jurisdiction or between <br /> jurisdictions. <br /> <br /> The plan was overseen by the Tri-Valley Transportation Council (TVTC), which includes <br /> elected officials from each of the seven member jurisdictions, under a joint powers <br />- agreement. The TVTC was assisted by the Tri-Valley Technical Advisory Committee <br /> (TVTAC), which includes staff transportation pl_nnners and engineers from each agency. <br /> These groups met monthly throughout the plan process, which began in November 1991. <br />--- Funding for the Plan came from the Contra Costa Transportation Authority and the three <br /> Alameda Tri-Valley cities. <br /> <br />- The plan was prepared using the Tri-Valley Transportation Model (TVTM), which was <br /> developed by Barton-Aschman and TJKM and approved by the TVTC for transportation <br /> planning. The zone structure for the Tri-Valley Transportation Model is compatible with <br />.... the Alameda County, Contra Costa County, and MTC transportation models. The model <br /> has been certified by the Metropolitan Transportation Commission, the Contra Costa <br /> Transportation Authority, and the Alameda County Congestion Management Agency. <br /> <br /> This transportation plan is intended to fulfill the requirement for preparation of Action <br /> Plans under Measure C in Contra Costa County. Alameda County does not have a similar <br />_ Action Plan requirement. Nevertheless, the s~me plan format is followed for the Alameda <br /> <br />~ Barton-Aschman Associates, Inc.
