The TVTC joint powers agreement states that member <br /> jurisdictions are to consider the Tri-Valley Transportation Plan when adopting or <br /> Amencllng the circulation elements of general plan.% specific plnn~, zoning ordinances, or _ <br /> capital improvement programs. <br /> <br /> The consultant team began meeting with Tri Valley representatives in November, 1991. <br /> Meetings were held once each month with the Tri-Valley Technical Advisory Committee ' <br /> (TAC). This committee provided guidance to the consultant and reviewed all work <br /> products prior to their submittal to the Tri Valley Technical Council (TVTC). The TVTC <br /> acted as the final approval body for all work completed by the consultant. Meetings ' <br /> between the TVTC, TVTAC, and the consultant Also occurred on a monthly basis. <br /> <br /> Figure 1-1 shows the boundaries of planning areas used to summarize data in this report. " <br /> These boundaries have no planning status except within this report, although attempts <br /> have been made to conform to city and sphere of influence boundaries. <br /> <br /> Routes of Regional Significance have been adopted by each city in Contra Costa County, <br /> as well as the County, as part of the Measure C Growth Management ProgrAm, Routes of <br /> Regional Significance are those roads that serve regional mobility, or act as reliever - <br /> routes for the regional system, and serve more than one jurisdiction. The designated <br /> routes are exempt from the Measure C basic route level of service standards. Other <br /> measures, Traffw Service Objectives are to be adopted for these routes. The plan also -- <br /> includes Routes of Regional Significance for Alnmeda County, although these are not <br /> mandated by county policy (see Figure 1-2). <br /> <br /> Compliance Requirements on Regional Routes <br /> <br /> Requirements for compliance with the provisions of the Growth Management Progrnrn <br /> relating to Routes of Regional Significance are: <br /> <br /> 1. Participation in development and adoption of Action Plans: Action Plans will be <br /> developed through the work of the Regional Committees. <br /> <br /> 2. Implementation of actions designed to attain traffic service objectives consistent with <br /> adopted Action Plan: Action Plans will specify actions to be taken by each jurisdiction. <br /> All localities will agree to the actions before the Plans are fmalized and adopted, After - <br /> adoption, cities and the county will have an obligation to implement specified actions <br /> consistent with the time frame of the Action Plan. <br /> <br /> 3. Placing conditions on project approval consistent with Action Plan policies: Some <br /> Action Plan policies may require implementation on an ongoing b~is through the <br /> imposition of conditions on development approvals.
