The developer acknowledges that the City of Pleasanton does not guarantee the availability of sufficient sewer capacity to serve this development by the approval of this case, and that the developer agrees and acknowledges that sanitary sewer permit approval may be withheld if sewer capacity is found by the City not to be available. 13. This approval does not guarantee the availability of sufficient water to serve the project. The City shall withhold building permits for the project if at the time building permits are applied for, mandatory water rationing is in effect, unless the City has adopted a water offset program and unless the developer is participating in the program. Notwithstanding the developer's participation in such a program, the City may withhold building permits if the City determines that sufficient water is not available at the time of application of building permits. 14. The paving sections for the on-site parking and drive areas shall be designed on the basis of an R-Value test and a traffic index to carry the anticipated traffic loads. This design shall be subject to the approval of the Director of Building Inspection. The minimum paving section shall be 2" A.C. on 6" of A.B. The minimum A.C. pavement slope shall be 1%. For pavement slopes of less than 1%, the surface runoff shall be carried in a concrete gutter to an acceptable point of discharge. The minimum slope for a concrete gutter shall be 0.5%. 15. A sanitary sewer sampling manhole shall be provided on each of the sanitary sewer lateral from each building, unless otherwise waived by the Director of Building Inspection. 16. Prior to issuance of a building permit, the applicant shall pay the applicable Zone 7 and City connection fees and water meter cost for any water meters, including irrigation meters. Additionally, the developer shall pay any applicable DSRSD and City sewer fees. 17. The development shall meet all requirements of the Pleasanton Fire Code (Chapter 20.24 oft he Pleasanton Municipal Code). 18. Trash enclosures which are sized to contain dumpsters with an individual capacity of 1.5 cubic yards located within five feet of combustible walls, openings, or combustible roof eaves shall be provided with an automatic fire sprinkler system. 19. The applicant shall ensure that fire protection facilities, including all surface roads, fire hydrants, and a water supply capable of fumishing the required fire flow shall be installed and serviceable prior to and during the time of construction. When alternate methods of protection are as approved by the Fire Chief, this requirement may be waived or modified. Proposed alternative methods of fire protection shall be submitted, in writing, to the Fire Chief. Work on the alternative fire protection methods shall not start without
