17. A comprehensive sign program for the building and site shall be submitted to the Planning Director for review and approval prior to installation of any signs. Said sign program shall be consistent with the Downtown Design Guidelines. 18. The new City sidewalk in from of the "Retail 5" tenant space shall match the color, concrete material, and pattern of the existing Main Street sidewalk. The applicants or their contractor shall contact the City Street Department to obtain sidewalk color and material information and use of the City's sidewalk stamp. 19. All restaurant facilities shall be equipped at all times with filtering devices to minimize odors and fumes. Details of said devices shall be show on the tenant improvement plans submitted for issuance of building permits and shall be subject to review and approval by the Planning Director and Director of Building Inspection prior to issuance of building permits for the tenant improvements. 20. The applicants shall effectively screen from view all ducts, meters, air conditioning equipment, and any other mechanical equipment, whether on the structure, on the ground, or on the roof, with materials architecturally compatible with the main structure. Screening details shall be shown on the plans submitted for issuance of building permits, the adequacy of which shall be determined by the Planning Director. All required screening shall be provided prior to building occupancy. 21. All mechanical equipment shall be constructed in such a manner that noise emanating from it will not be perceptible beyond the property plane of the subject property in a normal environment for that zoning district. 22. The applicants shall submit a final lighting plan for the building and the site for the review and approval of the Planning Director prior to issuance of building permits. Decorative light fixtures that complement the building design shall be utilized on the building walls. Parking lot light standards, if used, shall be a traditional style design. 23. Trash containers shall be stored within the trash enclosure at all times, except when being unloaded. 24. All parking spaces shall be striped. Wheel stops shall be provided unless the spaces are fronted by concrete curbs, in which case sufficient areas shall be provided beyond the ends of all parking spaces to accommodate the overhang of automobiles. 25. All utilities required to serve any existing or proposed development on-site shall be installed underground, unless otherwise determined by the City Engineer.
