41. The property or business owner shall submit to the Fir..e Chief calculations which show <br /> the concentration of the worst-case spill from the most toxic and/or hazardous material <br /> released at the point of discharge to the atmosphere. The discharge calculation shall <br /> show the percentage of the "Immediately Dangerous to Life and Health (IDLH) concen- <br /> tration limit that is being released, to show the maximum exposure level that could possi- <br /> bly be discharged from this facility. If this level is unacceptable in terms of risk to the <br /> public's health and safety, a scrubber for the ventilation system shall be installed, subject <br /> to the review and approval of the Fire Chief and Director of Building Inspection. <br /> <br />42. All hazardous materials including solids, liquids, and gases, in either the pure, processed, <br /> or waste state, shall be used and stored inside the building covered by this development <br /> plan approval. <br /> <br />43. NFPA placards indicating the relative hazard of the facility shall be posted at all times at <br /> the entrances to this building. The placards shall be posted in a location that is clearly <br /> visible by firefighters. <br /> <br />44. The property owner agrees to adhere to the stipulation that there be "no-voluntary- <br /> release" of hazardous wastes into the atmosphere or sanitary sewer, and accepts the fol- <br /> lowing terms: <br /> <br /> a. Fume hoods shall not be used for the routine evaporation of volatile materials. <br /> <br /> b. Waste containing toxic chemicals, as determined by the City, shall not be disposed <br /> of in the sanitary sewer system. <br /> <br /> c. When engaged in dishwashing or equipment cleaning activities when there is reason <br /> to believe that contamination with toxic or radioactive substances has occurred, pre- <br /> washing of the dishes or equipment to remove substantially all of the toxic or radio- <br /> active material, and the disposal of this waste stream as toxic waste, shall be carried <br /> out. <br /> <br /> d. The disposal of any radioactive materials in the sanitary sewer system shall be <br /> avoided. Any radioactive material which is disposed in the sanitary sewer system <br /> shall not result in any measurable increase in radioactivity in the wastewater stream. <br /> The City recommends that the material be stored for a period equal to or greater <br /> than 20 half-lives, to assure that less than one-millionth of the original quantity of <br /> radioactivity is present. When long-lived isotopes, e.g., 3 H, ~4C, etc., are present in <br /> waste-water, no drain disposal is allowed. All radioactive materials must be dis- <br /> posed of by a licensed, reputable firm specializing in such operations.
