applied for, mandatory water rationing is in effect, unless the City has adopted a water <br /> offset program and unless the developer is participating in the program. Notwithstanding <br /> the developer's participation in such a program, the City may withhold building permits if <br /> the City determines that sufficient water is not available at the time of application of <br /> building permits. <br /> <br />14. All delivery trucks other than UPS and FedEx delivery vehicles shall enter and exit the <br /> Thoratec site only from Johnson Drive. <br /> <br />15. Thoratec shall annually provide to the Planning Director the number of full- and part-time <br /> employees. If Thoratec's employment exceeds the employment estimates stated in the <br /> City Council staff report, Thoratec shall provide the additional parking spaces needed to <br /> accommodate the additional number of employees. Thoratec can utilize parking off-site <br /> spaces, e.g., located in the adjacent office building's parking structure, but cannot rely <br /> upon on-street parking. If additional parking spaces cannot be provided to the satisfac- <br /> tion of the Planning Director, then Thoratec will not be allowed to increase its number of <br /> employees. <br /> <br />16. Any future use of the building covered by this design review approval shall be analyzed <br /> by the Planning Director to determine if adequate parking is available for the proposed <br /> use. With submission of the City's "Application for Zoning Clearance", the prospective <br /> tenant shall disclose to the Planning Director the expected number of employees, buisness <br /> visitors, etc. If the present number of parking spaces is inadequate for the proposed use <br /> and/or additional parking spaces cannot be provided to the satisfaction of the Planning <br /> Director, the Planning Director can require modifications to the use in order to reduce its <br /> parking demand, or the use will not be allowed to locate in this building. <br /> <br />17. With prior approval of the City Manager and the City Attorney, permits may be issued <br /> for grading and on-site work prior to the effective date of the ordinance for <br /> PUD-80-16-8M with the applicant indemnifying the City and providing a cash deposit. <br /> <br /> Building and Site Design Requirements: <br /> <br /> 18. The applicant shall effectively screen from view all ducts, meters, air conditioning equip- <br /> ment, and any other mechanical equipment, whether on the structure, on the ground, or on <br /> the roof, with materials architecturally compatible with the main structure. Screening de- <br /> tails shall be shown on the plans submitted for issuance of building permits, the adequacy <br /> of which shall be determined by the Planning Director.
