C. Option 4 (No Action Alternative). <br /> <br /> This alternative would not comprehensively revise the existing General Plan, essentially <br />leaving the Plan as it exists today. This alternative contemplates more development than the <br />Project. Because Option 4 does not include the newly proposed infrastructure improvements and <br />planning measures that would tend to reduce or mitigate the environmental effects caused by <br />development under the General Plan update, Option 4's environmental impacts tend to be more <br />numerous and severe than the Project. <br /> <br /> The City Council finds that Option 4 is less desirable than the Project and rejects Option 4 <br />for the following reasons: <br /> <br /> This Option contemplates at buildout only 27.1 million square feet of C/O/I development. <br /> The Project increases significantly the number of C/O/I square feet and therefore increases <br /> the potential to create more jobs. Unlike the Project, this Option would also not include <br /> the Community Character, Economic and Fiscal, and Subregional Planning Elements, all <br /> of which either mitigate environmental impacts or enhance the social and cultural aspects <br /> of the community. <br /> <br /> (STMOVER.
