REPORT OF THE DOWNTOWN PLEASANTON BUSINESS <br /> IM PROVEM ENT DISTRICT <br /> FISCAL YEAR 1996-1997 <br /> <br />THE DISTRICT: <br /> The Downtown Pleasanton Business Improvement Distnct is a non-profit organ~.atlon of <br />Downtown i~us, nesses dedicated to the ongoing revitilization of Pteasanton's historic business <br />district- <br /> This organization which represents all Downtown businesses (retailers, p~fessionats, <br />and sauces), was created by the Pieasanton City Council in January, 1984, and modffied in <br />August, 1985. It follows the Catifomia State Legislature enacted "Parking and Business <br />Improvement Area Law", known as SB 142. <br /> The DPBID functions as an assessment district with its operating capital generated <br />through meatier participation, volunteer donations and revenue producing events. The DPBID is <br />governed by a 12-member Board of Directors. <br /> <br /> The present ate of levy is based upon the following formula: <br /> 1. All businesses shall pay two times their annual City business License, subject to a <br /> mmmmum charge of $75.00 and a maximum charge of $200.00. <br /> 2. Any business that is exempt from the City Business License tax shall pay an annual <br /> charge of $200.00 to the district. <br /> 3- Only non-profit tax-exempt businesses shall be exempt from the Downtown District <br /> Assessment. <br /> <br /> Proposed change: <br /> Businesses located curb-side, downstairs on Main Street would be assessed at a ate <br /> of 2x their business license; businesses with a Main Street address located upstairs or <br /> not curD-side would be assessed at a rate of 1 .Sx their IDusiness license; all other <br /> businesses would be assessed at a rate of lx their business license. The <br /> minimum would be decreased to $50.00 and fie maximum would be increased to <br /> $350.00. <br /> Assoc~i~ membership: The associate membership fee has not been firmly <br /> established in the by-laws or policy statement. Therefore, the Advisory Board <br /> recommends that it be established as $200.00. <br /> Multiple independent contractors at one location: If several Independent contractors <br /> are located at one business address and conducting a similar business service, the <br /> maximum charge of $200.00 will be charged to the business location address. <br /> City license exempt status: City license exempt businesses would be assessed the <br /> m mum fee of $350.00. <br /> <br /> The DPBID (referred to as the Pleasanton Downtown Association) goal is to improve the <br /> quality of life in downtown - ~e heart of the community. The Association's long-term goal is to <br /> strengthen the commercial economy of Pleasanton's Central Business District. <br /> <br /> The current boundaries of the DPBID are: the Arroyo dei Valle on the north, Bemal Ave. <br /> on the south, The east side of Peters Avenue, and the west side of First Street, including all of <br /> Old Bemat Avenue. (For tthe 1996-1997 fiscal year there are no proposed boundary changes in <br /> the parking and business improvement area.) <br /> <br /> <br />
