that the full range of urban public facilities and services will <br /> be adequately provided in an efficient and timely manner. <br /> <br /> · Program 11.4: Encourage lower intensity uses immediately <br /> inside the UGB, as necessary, to prevent potential land use <br /> conflicts with outlying non-urban uses. <br /> <br /> E. Pleasanton's UGB reflects a commitment to focus future growth within the City to <br /> prevent urban sprawl. The UGB is based on a realistic assessment of Pleasanton's <br /> ability to extend City services such as sewer and water and is designed to protect <br /> environmentally sensitive areas such as the Ridgelands and the Southeast hills. <br /> The UGB complements General Plan policies promoting additional housing <br /> opportunities, emphasizing infill development, and supporting a thriving <br /> employment center. The UGB will: <br /> <br /> · Encourage efficient growth patterns and protect the City of Pleasanton's <br /> quality of life by concentrating future development largely within existing <br /> developed areas; <br /> <br /> · Promote uses that foster public health and safety and productive investment <br /> for agricultural enterprises on lands outside the boundary; <br /> <br /> · Foster and protect the conunity character of Pleasanton while <br /> encouraging appropriate economic development in accordance with the <br /> City's unique local conditions; <br /> <br /> · Concentrate growth within the boundary in order to limit the extent of <br /> required City services and restrain increases in their costs; <br /> <br /> · Allow the City to continue to meet the housing needs for all economic <br /> segments of the population, especially lower and moderate income <br /> households, by directing the development of housing into areas where <br /> services and infrastructure can be provided more cost effectively; and <br /> <br /> · Promote stability in long-term planning for the City by establishing a <br /> cornerstone policy within the General Plan designating the geographic <br /> limits of long-term urban development and allowing sufficient flexibility <br /> within those limits to respond to the City's changing needs over time. <br /> <br /> F. The General Plan has a policy that Pleasanton residents will participate in land-use <br /> planning and decision making and that Pleasanton residents will participate in the <br /> review and update of the General Plan as conditions change. Consistent with that <br /> policy and to ensure that the Urban Growth Boundary remains permanent and not <br /> be substantially adjusted without the Pleasanton voters' consent, the voters must <br /> approve an amendment to the Pleasanton General Plan as provided in this measure. <br /> <br />(ORD&RES\URBMEAS2.
