not be determined until after mining activities are completed, the Pleasanton <br /> General Plan stipulates that the line be re-evaluated at such time as comprehensive <br /> land use changes are considered for the reclaimed lands. The eastern UGB south <br /> of the quarry lands is coterminous with the Pleasanton/Livermore city limit line as <br /> it extends through the Ruby Hill development. The UGB to the south is based <br /> upon physical terrain as it extends along the base of the steep hills that enclose the <br /> Happy Valley area. It is also situated in nearby hilly locations to accommodate <br /> future development which has been permitted by the General Plan for many years. <br /> <br /> C. Lower densities should be encouraged along the inside edge of the UGB to <br /> provide a transition/buffer for preventing potential conflicts with uses immediately <br /> beyond the boundary such as agriculture and wildlands. <br /> <br /> D. In order to implement the UGB, the Land Use Element of the General Plan <br /> adopted August 6, 1996 provides Policy 11 and its related programs as follows: <br /> <br /> · Policy 11: Maintain a permanent Urban Growth Boundary (UGB) <br /> beyond which urban development shall not be permitted. <br /> <br /> · Program 11.1: Permit only non-urban uses beyond the <br /> UGB. <br /> <br /> · Program 11.2: Extend Urban Services only to areas within <br /> the UGB, with the following possible exceptions for <br /> selected Urban Services: (1) areas beyond the UGB where <br /> the public health and safety present overriding <br /> considerations; (2) as to water service, areas which are <br /> within the boundaries of the former Pleasanton County <br /> Township Water District and where the service extension is <br /> consistent with the 1967 Joint Powers Agreement between <br /> the City and the District; and (3) on reclaimed land which is <br /> currently designated as Sand and Gravel Harvesting in East <br /> Pleasanton when the potential future use is non-urban. <br /> <br /> · Program 11.3: Because the UGB is considered to be <br /> permanent, future adjustments to the line's location are <br /> discouraged; provided, however, minor adjustments may be <br /> granted that meet all the following: (1) are otherwise <br /> consistent with the goals and policies of the General Plan; <br /> (2) would not have a significant adverse impact on <br /> agriculture, wildland areas, or scenic ridgeline views; (3) are <br /> contiguous with existing urban development or with <br /> property for which all discretionary approvals for urban <br /> development have been granted; (4) would not induce <br /> further adjustments to the boundary; and (5) demonstrate <br /> <br />(ORD&RES\URBMEAS2.SAM) 2 <br /> <br /> <br />
