opportunities within the commute area desired by different workers/commuters. <br /> Pleasanton has adopted an approach which plans for a balance of jobs and housing <br /> within the Tfi-Valley commute area and has taken significant steps to contribute its <br /> share of Tfi-Valley housing while retaining its role as an employment center. As a <br /> result, residential and other land use designations in the General Plan are sufficient <br /> to accommodate the expected increase in the City's population. <br /> <br />D. In order to further the principles described in finding C, above, the residential <br /> buildout policies in this initiative are based on a realistic assessment of Pleasanton's <br /> ability to extend City services such as sewer and water and is designed to protect <br /> environmentally sensitive areas such as the Ridgelands and the Southeast hills. <br /> The residential buildout cap complements General Plan policies promoting <br /> additional housing opportunities, emphasizing infill development, and supporting a <br /> thriving employment center. The residential buildout cap will: <br /> <br /> · Encourage efficient growth patterns and protect the City of Pleasanton's <br /> quality of life by concentrating future development largely within existing <br /> developed areas; <br /> <br /> · Foster and protect the community character of Pleasanton while <br /> encouraging appropriate economic development in accordance with the <br /> City's unique local conditions; <br /> <br /> · Allow the City to continue to meet the housing needs for all economic <br /> segments of the population, especially lower and moderate income <br /> households, by directing the development of housing into areas where <br /> services and infrastructure can be provided more cost effectively; and <br /> <br /> · Promote stability in long-term planning for the City by establishing a <br /> cornerstone policy within the General Plan designating the limits of <br /> long-term urban development but allowing sufficient flexibility to respond <br /> to the City's changing needs over time. <br /> <br />E. In recognition of the holding capacity of the City of Pleasanton and in order to <br /> achieve the purposes set forth above, the Land Use Element of the General Plan <br /> adopted August 6, 1996 provides in Goal 1, Policy 15 and its related program the <br /> following: <br /> <br /> Policy 15: Maintain a maximum housing buildout of 29,000 units within <br /> the Planning Area. <br /> <br /> Program 15.1: Monitor and zone future residential developments <br /> so as not to exceed the maximum housing buildout. <br /> <br />F.
