THE PLEASANTON RESIDENTIAL BUILDOUT INITIATIVE <br /> <br />The People of the City of Pleasanton do hereby ordain as follows: <br /> <br />Section 1. Declaration of Purpose <br /> <br />The purpose of this measure is to: <br /> <br /> A. Achieve and maintain within the City ofPleasanton a complete, well-rounded <br /> community of desirable neighborhoods, a strong employment base and a variety of <br /> community facilities. <br /> <br /> B. Develop the City of Pleasanton in an efficient, logical, and orderly fashion. <br /> <br /> C. Reaffirm and readopt General Plan programs and policies establishing Pleasanton's <br /> maximum number of residential units. <br /> <br /> D. Provide a method for residents to participate in the review and amendments to the <br /> City's General Plan by requiring any change to the maximum number of residential <br /> units to be approved by a vote of the people. <br /> <br />Section 2. Findines <br /> <br /> A. Holding capacity is the ultimate size of the community that can be accommodated <br /> if all land uses shown on the General Plan Map were to be built at intensifies <br /> allowed in the General Plan. Capacity is expressed in terms of housing units, <br /> population, commercial/office/industrial building floor area, and jobs, all at <br /> buildout. <br /> <br /> B. If all residential land shown on the General Plan Map were built out at intensities <br /> allowed by the General Plan, Pleasanton would contain approximately 29,000 <br /> housing units. That buildout number has not changed significantly in the last 10 <br /> years and is calculated by assuming General Plan policies and that a mid range of <br /> densities will be developed on the remaining vacant land within the City's Urban <br /> Growth Boundary. <br /> <br /> C. The residential buildout policies in this initiative support the General Plan's central <br /> policy that adequate housing is essential to a thriving community. The Pleasanton <br /> General Plan promotes efficient housing development in the City through policies <br /> and programs which encourage infill development, facilitate constructing second <br /> dwelling units, promote affordable housing through in-lieu fees and otherwise, and <br /> endeavor to meet Pleasanton's share of regional housing needs. Moreover, the <br /> Pleasanton General Plan recognizes that the essence of the jobs/housing issue is to <br /> recognize different types of commute behavior and to provide adequate housing <br /> <br /> <br />
