CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 96-69 <br /> <br /> A RESOLUTION AUTHORIZING ~ PLACEMENT OF A <br /> CITY COUNCIL SPONSORED INITIATIVE PROPOSING <br /> AN AMENDMENT TO THE PLEASANTON MUNICIPAL <br /> CODE REGARDING TERM LIMITS FOR MAYOR AND <br /> COUNCIL MEMBERS ON THE NOVEMBER 5, 1996 <br /> REGULAR ELECTION, DIRECTING TIlE CITY <br /> AITORNEY TO PREPARE AN IMPARTIAL ANALYSIS OF <br /> THE INITIATIVE, AUTHORIZING ARGUMENTS <br /> CONCERNING THE INITIATIVE MEASURE, ALLOWING <br /> REBUTTAL ARGUMENTS REGARDING ~ INITIATIVE <br /> MEASURE, AND REQUESTING ALAMEDA COUNTY TO <br /> CONDUCT THIS ELECTION IN CONJUNCTION WITH <br /> THE NOVEMBER 5, 1996 REGULAR ELECTION <br /> <br />WHEREAS, State law now permits a general law city to adopt term limits for city council and <br /> mayor if the voters so approve; and <br /> <br />WHEREAS, any term limitation is prospective only; and <br /> <br />WHEREAS, the matter may be placed on the ballot by a City Council sponsored initiative; and <br /> <br />WHEREAS, on an advisory measure in 1993, the Pleasanton voters voted overwhelmingly to <br /> adopt a policy limiting the terms of mayor and council; and <br /> <br />WHEREAS, Section 9222 of the Elections Code permits the City Council to submit to the <br /> voters, without a petition therefor, a proposition for the repeal, amendment or <br /> enactment of an ordinance; and <br /> <br />WHEREAS, the City Council has reviewed and considered an Initiative Ordinance attached to <br /> this Resolution; and <br /> <br />WHEREAS, Section 9280 of the Elections Code specifies that the City Council may direct the <br /> City Clerk to transmit a copy of the initiative to the City Attorney to prepare an <br /> impartial analysis of the measure; and <br /> <br />WHEREAS, Section 9282 of the Elections Code specifies that the legislative body, or any <br /> member or members of the legislative body authorized by that body, may file a <br /> written argument for, or in opposition to, any city measure; and <br /> <br /> <br />
