With a $20,000 annual budget, the Council's Mission is "to support and
promote the arts in Pleasanton" through various programs including arts-in-
schools grants, scholarships, and presenting of performing arts events.

Cultural Plan
In June 1997, The City of Plcasanton issued a Request for Proposal and
Qualifications (RFP/Q) for consulting services "to assist the Pleasanton Civic
Arts Commission and its staff in the development of a cultural plan for the City."
After a competitive process and review of proposal submissions, in August
1997, AMS Planning & Research of Petaluma, California. was selected to serve
as professional consultants for the cultural planning process.

Planning Committee

After discussions with city staff, an ad hoc planning committee was established
consisting of the 5-member Civic Arts Commission and five representatives
from the non-profit Pleasanton Cultural Arts Council. An initial meeting was
held to ~nalize the scope of work for the planning process and elicit expectations
from the planning committee members.

Research Methodology

AMS's research for the Cultural Plan consisted of fifty interviews with
community leaders, elected officials, and key individuals representing
organizations and agencies whose missions were deemed to be relevant to the
goals of the planning process. The consultants also visited many of Pleasanton's
arts and cultural sites and facilities including the Amador Theater, Cultural Am
Center, Alviso Adobe, Senior Center, Regalia House, Veterans Building,
Amador Livermore Museum, and public art installations.

A market analysis (involving demographic and lifestyle profiles) was
undertaken covering the primary trade area (City of Pleasanton) and a secondary
market (defined as the cities of Pieasanton, Livermore, Dublin, San Ramon, and
the community of Sunol). Written surveys were distributed to and collected
from arts and cultural organizations and individual artists in Pleasanton from
lists provided by the City of P!easanton and Pleasanton Art League. A public
intercept survey involving in-person interviews with 100 residents of
Pleasanton was undertaken by City staff members to assist in assessing
eommtmity attitudes and opinions with respect to Pleasanton's existing and
future resources for arts and culture.

AMS Planning &Research 2
May 1998
