Goals &Objectives Pleasanton Cultural Plan <br /> <br /> The City of Pleasanton should clarify, and focus its cultural funding <br /> programs under the auspices of the Civic Arts Commission including <br /> development of a competitive peer panel review process to distribute <br /> cultural grants (currently under the domain of the City' s Human Services <br /> Commission) and refining of benchmark standards for grant recipients. <br /> <br /> (Budget $50, O00 for first year of Cultural Grants Program including annual <br /> support to ,tmador Livermore Museum) <br /> <br /> Consultant Recommendation: <br /> These recommended grant program guidelines are intended to serve as a <br /> basis for deliberation by the Civic Arts Commission, City staff and City <br /> Council. They are based on the consultants' experience based on model <br /> programs in other communities. Public dollars utilized for cultural grants <br /> need to serve the public interest and should also meet other goals and <br /> objectives of the City and Civic Arts Commission such as community and <br /> economic development, downtown revitalization, and so on. <br /> <br /> The City of Pleasanton should institute a cultural funding program which is <br /> administered under the auspices of its Civic Arts Commission. A pool of city <br /> dollars should be made available for disu'ibution to "qualified" (e.g., not-for <br /> -profit) organizations in two grant categories: Operating and Project support. <br /> An annual call for proposals, peer review panel, and recommendations to <br /> City Council (for authorization of Commission-recommended funding <br /> amounts) should be instituted. <br /> <br /> Funding may be limited to organizations which are "residents" of the City of <br /> Plensnnton (e.g., maintain an office, performance or rehearsal studio, <br /> majority of performances take place in the city, etc.) or may be made <br /> available to non-profit organizations from throughout the region for the <br /> presentation of performances, exhibitions, workshops or classes in <br /> Pleasanton or that are primarily intended to serve Pleasanton residents. <br /> <br /> Funding for operating support should be limited to no more than 20% of an <br /> organization's annual operating budget; combined funding from both <br /> operating and project support categories should account for no more than <br /> 30% of an organization's annual budget. Operating support funds should be <br /> limited to those non-profits whose "primary purpose" (e.g., mission) is <br /> related to arts, culture, or heritage. Funding in the Project support category <br /> may be extended to any not-for-profit entity (e.g., human service proriders) <br /> involved in arts, cultural, or heritage programming. <br /> <br /> Project grant funding may be targeted to those programs which a) relate <br /> directly to the City's broad goal statements, b) provide a public service and <br /> <br /> ,4MS Planning &Research 18 <br /> May 1998 <br /> <br /> <br />
