You may submit, withdraw, or <br />change your Ballot at any time prior to the conclusion of the public testimony on the proposed <br />assessment at the Public Hearing. At the Public Hearing, the GHAD Clerk will deliver the <br />Ballots it has received to the City Council, which will then consider all protests and tabulate the <br />Ballots. The City Council will not impose the proposed assessment if there is a majority protest. <br />A majority protest exists if. upon the conclusion of the Public Hearing, Ballots submitted in <br />opposition to the assessment exceed the Ballots submitted in favor of the assessment.
