CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 98-140 <br /> <br /> RESOLUTION AMENDING THE MASTER FEE SCHEDULE <br /> (RESOLUTION 92-100) TO INCREASE THE LOWER <br /> INCOME HOUSING FEE <br /> <br />WHEREAS, the City Council has previously adopted a Master Fee Schedule, by Resolution <br /> 92-100, as amended, which set a Development Impact Fee for Lower Income <br /> Housing; and <br /> <br />WHEREAS, the continuing growth of new residential, commercial and industrial development <br /> in the City of Pleasanton is reducing the amount of undeveloped land available for <br /> affordable housing, while at the same time generating jobs which employ low and <br /> moderate income persons; and <br /> <br />WHEREAS, the cost of ownership and rental housing is increasing in the City of Pleasanton, <br /> resulting in a shortfall of affordable housing for low and moderate income persons; <br /> and <br /> <br />WHEREAS, General Plan Housing Element Policy 6 establishes a target of 15% of housing <br /> stock at full development to be available to lower-income persons, and current <br /> levels of production are insufficient to meet this policy; and <br /> <br />WHEREAS, beginning in 1997, staff undertook a study of the City's existing Lower Income <br /> Housing Fee to determine if the amount being charged was sufficient to address <br /> affordable housing needs created by new development; and <br /> <br />WHEREAS, the City's Affordable Housing Commission held a series of public hearings on <br /> July 17, 1997, August 21, 1997, September 18, 1997, October 16, 1997, March 19, <br /> 1998, April 2, 1998, and April 16, 1998 to consider: the need for affordable <br /> housing generated by new commercial, office and industrial development; the loss <br /> of undeveloped land available for affordable housing due to the production of <br /> market-rate housing; the cost of providing ownership and rental housing; and the <br /> amount of the fee necessary to have new development pay for its fair share of <br /> affordable housing; and <br /> <br /> <br />
