In addition to the changes included in the mid-term budget, staff is recommending a number of
amendments to reflect projects that have been discussed since the preparation of the mid-term
budget. The projects are as follows:

· $65,000 funded in FY1998-99 for the purchase of additional mobile data terminals
(MDTS) for the Police Department. Currently the Department has eight MDT's in
use. These terminals, which are essentially portable computers mounted in police
vehicles, were purchased from grant revenues. The Police department intends to
apply for another grant this fall. If approved, the City's estimated match would be
$65,000. If the grant is approved, the project will be added to the Miscellaneous
Projects category as part of a future quarterly financial report. This project is
currently listed in the unfunded category.

· $131,000 funded in FY1998-99 to conduct repairs to slide areas in Kottinger and
Augustin Bernal Parks. The projects are necessary to address earth slides in these two
parks. In addition to project conservation, these projects will require the services of a
geotechnical engineer to prepare design and construction documents. The projects
will be funded through a transfer from the City Parks Renovation Fund and will be
placed in the Parks Projects Category. This is a new project not currently included in
the CIP.

· Three new unfunded projects involving three community parks in the Vineyard
Corridor, South Pleasanton and North East Pleasanton. Consistent with the Vineyard
Corcidor Specific Plan, the "Vineyard" community park is intended to be
approximately 20-acres of passive park located on the old landfill site off Vineyard.
The South Pleasanton Park is being included in response to Council's interest in
having the potential for an approximately five acre community park in the South
Pleasanton area. The park in North East Pleasanton has not yet been planned or sited.
There is no specific plans or costs for any of these three parks.

It should be pointed out that a total of $1,920,885 for the development of additional
community parks was included in the FY 1997-98 CIP. This was the negotiated
business community's contribution to parks. It was originally intended that this
money be used to complete the parks on the San Francisco property. Because this
money is not needed for this purpose, the Parks staff and Commission will be
establishing priorities for purchase of community park land during the upcoming year.

Based on these amendments and the information in the previously distributed mid-term budget,
staff is recommending the City Council approve the mid-term budget and Capital Improvement
Program.

Respectfully submitted,

Deborah Acosta, City Manager
SR 98:172 6
