CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 98-87 <br /> <br /> RESOLUTION RECOMMENDING THAT THE <br /> LIVERMORE-AMADOR VALLEY WATER MANAGEMENT <br /> AGENCY CERTIFY THE ENVIRONMENTAL IMPACT <br /> REPORT FOR THE EXPORT FACILITIES PROJECT, AND <br /> APPROVE THE PROJECT ITSELF <br /> <br />WHEREAS, in September 1997, the cities of Livermore and Pleasanton and the Dublin San <br /> Ramon Services District, herein referred to as the "LAVWMA member agencies", <br /> adopted an Amended and Restated Joint Exercise of Powers Agreement that <br /> provided the conceptual framework for constructing an additional pipeline and <br /> repairing the existing LAVWMA pipeline; and <br /> <br />WHEREAS, in July 1997, LAVWMA prepared a Notice of Preparation (NOP) of a Draft <br /> Environmental Impact Report (DEIR) for the export facilities project which was <br /> publishes and distributed to local, state, and federal agencies, to all adjacent <br /> landowners along the proposed pipeline alignments, and to other interested parties; <br /> and <br /> <br />WHEREAS, on January 26, 1998, the Draft EIR for the Project was completed and circulated <br /> for public review and comment, was distributed to public agencies and persons <br /> requesting copies and was made available for public review; and <br /> <br />WHEREAS, after the close of the comment period, LAVWMA prepared the Response to <br /> Comments which contains all written and verbal comments received on the DEIR, <br /> responses to those comments and related text and figure changes to the EIR, which <br /> combined with the DEIR constitutes the Final Environmental Impact Report; and <br /> <br />WHEREAS, LAVWMA released the Final Environmental Impact Report (FEIR) for agency <br /> and public review on May 20, 1998, and considered the FEIR at a public hearing <br /> convened on June 3, 1998; and <br /> <br />WHEREAS, on June 3, 1998, LAVWMA received public comments on the proposed Project; <br /> and <br /> <br /> <br />
