D. INFRASTRUCTURE SYSTEMS: SANITARY SEWER

Impact DI: Wastewater Treatment Capacit.v. Increase in wastewater flows generated by the
project, in conjunction with wastewater flows generated by other Pleasanton projects which are
· planned, approved or proposed through buildout, would contribute to the Dublin San Ramon
Services District's need to expand treatment capacity at the wastewater treatment plant.
(Cumulative)

Mitigation
Measure DI: It is recommended that the San Ramon Services District expand the capacity at the
wastewater treatment plant.

Findings: Wastewater generated from the project could contribute to a possible future shortfall
of capacity at the District' s Wastewater Treatment Plant. The Dublin San Ramon Services
District has committed to expand its treatment capacity to serve the City, including this project,
on an as-needed basis. The total scope of the District' s expansion is beyond the control of the
City of Pleasanton.

Rationale for
Finding: The Dublin San Ramon Services District's Wastewater Treatment Plant currently
serves the cities of Pleasanton and Dublin, portions of San Ramon, the Castlewood Country
Club, and the Santa Rita Jail and Federal Prison Facilities. The Specific Plan project's
cumulative demand for wastewater treatment will include wastewater generated by the golf
course (with a clubhouse) and up to 179 new housing units. In addition, some existing housing
units will join the City's sanitary sewer system. A lack of capacity at the Treatment Plant may
occur based upon increased demand by this project, as well as future regional development in the
District Service Area. (See EIR Table 22.) The District is currently preparing a master plan
which will analyze the need for future treatment capacity expansion to meet its contractual
requirements. See "Statement of Overriding Considerations" for the specific benefits of the
project.
