space preservation is encouraged by the City. (See General Plan, Conservation and Open Space <br />Chapter, Policy 4.). <br /> <br /> The City Council therefore finds and determines that the unmitigated project impacts and <br />cumulative regional impacts are outweighed by the need to provide additional amenities for <br />recreation and community activity. <br /> <br /> B. Housing. The City Council finds that the Project provides for well-planned <br />residential growth to help meet the housing needs of the City and the region, while maintaining <br />environmental quality and a sense of neighborhood and community. The Project provides for <br />limited additional housing units, which are sited to minimize impacts on the environment, <br />including fiparian corridors, wetlands, and scenic vistas. This is in conformance with the General <br />Plan policy balancing housing development with environmental protection. (See General Plan, <br />Housing Chapter, Policy 21 .) The Project has also been designed to minimize noise and traffic <br />impacts on existing neighborhoods. Characteristics have been incorporated into the Project which <br />will minimize, to the maximum extent possible, risk of injury or death from seismic events. In <br />addition. the Project provides housing units which will assist the City in meeting its share of <br />regional housing needs. The City Council has previously adopted a policy to strive to meet its <br />regional share of housing. (See General Plan, Housing Chapter, Policy 8.) <br /> <br /> The City Council therefore finds and determines that the unmitigated project impacts and <br />cumulative regional impacts are outweighed by the policy to provide additional housing units in <br />the City, in a manner which provides the least possible impacts on existing neighborhoods, while <br />remaining sensitive to environmental considerations. <br /> <br /> C. Additional City Services and Facilities. The City Council finds that the Project <br />provides and enhances planned additional City services and facilities. For example, the Project <br />will enable the City to provide an adequate transportation system in the Project area, flood control <br />improvements, and water and sewer infrastructure to serve existing and new facilities and housing <br />units. Fees collected from the development will be a source of funding for needed public <br />improvements, including recreational amenities, streets, storm drain systems, water and sewer <br />systems, as well as schools. The City Council further finds and determines that the Project will <br />enhance the City's ability to provide adequate services by providing increased property tax <br />revenues from the residential development. <br /> <br /> The City Council therefore finds and determines that the unmitigated project impacts and <br />cumulative regional impacts are outweighed by the intent to provide additional City services and <br />facilities. <br /> <br /> D. Economic Benefits to the City. The City Council finds and determines that the <br />Project will provide economic benefits to the City, including, but not limited to: (a) an increase in <br />property tax revenues; Co) an increase in sales tax revenues and subventions to the City; and (c) an <br />overall increase in economic vitality of the City (including construction related jobs and payrolls <br />over an extended period of time). The construction of up to 179 new housing units will increase <br />the City's property tax revenues.
